About this file
This document is an Amendment (Amendment 1) to a Request for Quote (RFQ) for Contract Emergency Residential Services (CERS) for Homeless Male Veterans. The solicitation, issued by the Department of Veterans Affairs Network Contracting Office 22, seeks a contractor to provide transitional housing services for homeless veterans through the Health Care for Homeless Veterans (HCHV) Contracted Residential Services (CRS) program. The contract is a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year period, targeting full and open competition.
The amendment specifically updates the Performance Work Statement (PWS) by adding a new requirement for Contingency Plans that detail how the contractor will address staffing deficiencies and continue service provision in the event of staff absence or departure. The amendment also modifies language around personnel substitution, requiring contractors to submit a detailed explanation and an updated contingency plan within three business days if original personnel cannot perform their duties. Responses are due by June 2, 2025, at 12:00 Noon Pacific Daylight Time, with the place of performance at the VA Greater Los Angeles Healthcare System. The solicitation uses NAICS code 624229 and Product Service Code G004.
