VA Response to the RFI Questions

1. Will the VA specify the working hours for this project? Will this be an “after-hours” project?

Yes, and working hours can be day or night, 7 days a week.

2. Will the VA specify the ICRA requirements for this project?

Yes, this should be, Category C- Low Risk – Level II, please see VHA-ICRA-2023-1.0

3. In order to provide the most responsive bid possible, will the VA provide the as-built floor plans depicting the areas for this work? If possible, will the VA provide shading on the drawings for the areas to receive new flooring?

As-Builts can be provided from Project Staff upon request and the VA can color in floor area to be completed.

4. Will the VA provide the current HAZMAT Surveys for the areas scheduled for new flooring / grinding?

Yes, will provide report at start of contract.

5. Will the VA clarify if any ACM is expected to be encountered in the existing flooring system sched for removal?

Yes, report will be provided at start of contract.

6. The specifications for the designated resinous flooring products to be utilized are insufficient for an accurate bid. For the Floor Crete (or equal) products, a specific product line, the color(s), flakes or not, all need to be specified. For the Key Resin (or equal) products, a specific product line, the color(s), flakes or not, AND ANY PATTERNS (on a drawing) all need to be specified. Will the VA provide this information to facilitate the best possible value for the VA?

Manufacturer: Flowcrete System: Flowfresh SL 1/8” Cementitious Urethane Floor System 1st floor. Key Resin System: Key Mortar SLT 1/8” Decorative Floor System color code 506. NO SUBSTITUTIONS SHALL BE ACCEPTED.

7. Since the areas to receive new flooring are in “high traffic” areas, will the VA provide a brief description of how the preferred phasing is to take place?

Personnel will be relocated to the second floor during period of performance and utilize alternate entry points to eliminate interference to the contractor.

8. Does the VA anticipate any flooring substrate leveling beyond that of a minor nature? If so, or if determined during demolition, will this be considered a Differing Condition and eligible for a price modification?

No

9. Will the VA require any flooring substrate moisture, or other testing, prior to new flooring installation?

No

10. Will the VA supply the Wage Decision that will be applicable to this project?

Yes

11. RFP, pages 4 & 5, Part 2.6-d specify risk categories with requirements for Contractor paid background checks for all personnel ranging from Low ($231.00) to High ($3,465.00). Will the VA clarify if this requirement applies to this project and if so, will the VA clarify which Background Investigation Level will be applicable?

Yes

12. Will the Contractor be provided nearby access to electrical panels to provide hook-ups for the power required for the grinding equipment?

Yes

13. The RFQ mentions a "1/8” Decorative Floor System" for the second-floor restrooms but does not provide further specifications. Could you kindly provide more details on the specific type, material, or any other requirements for the decorative flooring system? This information will help us provide a more accurate estimate and ensure we meet all project specifications.

14. The area scheduled for new flooring has multiple steel corner guards (see attached photo) that extend to the actual finished floor level. These corner guards will be below the cove base level. Will the VA clarify if the Contractor should remove these corner guards and reinstall them after the flooring is finished?

Yes, remove and reinstall.

15. Will the VA specify the type and basis of design for the transition strips at doors where the new flooring system meets the existing system (see attached photo)?

No, the transition strip shall be what is recommended from the manufacturer and used in the industry standard.
