About this file

This is an amendment (0002) to solicitation 36C26225Q0100 that provides questions and answers related to a lake water treatment contract at Loma Linda VA facility. The amendment is issued by the Department of Veterans Affairs New Mexico VA Health Care System.

The Q&A clarifies several key requirements: Three visits per week are required (not two) due to geese migration seasons increasing waste buildup; the ponds have two bottom inlets but no skimmer baskets; full clarity of ponds is required (12" or more); initial site walks must include VA COTR, Safety Manager and Infection Control Agent, with subsequent walks only requiring the COR; contractors must handle their own disposal of algae and weed materials as no on-site disposal is available; water quality testing costs must be included in the contractor's quote; and circulation pump maintenance is handled by the facility's internal staff. The previous contract number was 36C26224P2028.

Lake Water Treatment Loma Linda Contractor Questions

• Twice weekly maintenance may be sufficient is this possible.

The nature of this contract was posted with a statement of work (SoW) not a performance work statement (PWS) as such, modified bids changing the nature of the procurement are not valid.

Three (3) visits per week is preferred as the geese migration seasons also increase waste and build up in the ponds.

• Are there skimmer baskets and how many? Or is it just one bottom intake somewhere?

Our ponds do not have skimmer baskets. There are two (2) inlets that are located at the bottom of the main pond located across from the pump house.

• Is 12” water clarity sufficient? Full clarity of the ponds is the goal this can be 12” or more.

• The Solicitation notice refers to site walks with 3 parties. "Prior to the commencement of work, the general contractor shall conduct a site walk with the VA COTR, VA Safety

Manager, and VA Infection Control Agent." Do you know if these site walks need to be completed for every service visit or just the initial service visit? Just the initial service visit with all parties but reoccurring walks with the COR is recommended at the close of each visit.

• Could you please confirm if an on-site refuge collection area is available to dispose of algae and weed control materials? There are not, vendor is responsible for removal and disposal of these items during their service visits.

• When water quality testing is requested, will the Government assume responsibility for the associated testing costs?

As this is part of the contract this is part of your required materials and should be considered for part of the quote.

The vendor is responsible for this, and the facility will want to have the vendor fully responsible for the reporting and testing.

• How is cost handled to aeration system and circulation pumps when needed? The circulation pumps are the facility’s responsibility and are maintained via internal preventative maintenance.

• What is the previous contract number? 36C26224P2028
