About this file

This document contains a set of Questions and Answers related to a Request for Quote (RFQ) for Hazardous Waste Removal Services at the Southern Arizona VA Healthcare System in Tucson, Arizona. The key details are:

The RFQ (Solicitation Number 36C26225Q0034_1) is for a firm fixed price, indefinite quantity, indefinite delivery service contract to provide hazardous, non-hazardous, mixed and universal waste disposal services, including pour-off, lab pack, and removal services. The contractor will be responsible for categorizing, inventorying, packaging, labeling, transporting, and disposing of the wastes in accordance with federal, state, and local regulations.

The questions and answers address clarification on the contractor's role in providing waste containers, the composition of the bulk liquid wastes, the use of lab packs versus loose packs, and the pricing for labor, equipment, and different battery types. The agency has indicated that labor and equipment costs are already factored into the drum pricing, and that separate line items will be provided for different battery chemistries.

Q1. For clarification on this contract is the contractor being asked to supply replacement containers or will the Government be supplying containers?

A1. (SAVAHCS) puts all waste in the plastic bins/containers that are located in various areas throughout the hospital and the contractor transfers the waste into contractor-supplied metal drums for removal.

Q2. Bulk Liquids. Flammables (xylene/alcohol/chloroform) - per 55 Gallon:

What is the percentage of Chloroform?

A2. We have not had any Chloroform disposed as waste for some time already = 0%.

Q3. Bulk Liquids. Petroleum based products - per 55 Gallon:

Are these non-RCRA liquid materials?

A3. Yes occasionally there are NON-RCRA items disposed as waste, contaminated soil, used oils dropped off on site, mixed paints, etc.

Q4. Lab Packs:

Can the contractor provide alternative pricing for a true lab pack and loose pack? Loose pack more adequately describes the material in the list of wastes (xylene filters & wax). A lab pack is multiple chemicals with similar hazard classes packed inside a single container. A loose pack is the same type of items such as paints, adhesives, packed into a single container.

A4. Yes, there will be LAB-PACKS due to miscellaneous items being disposed of in small quantities, these items will also be placed into a drum, along with loose packs as well.

Q5. Miscellaneous batteries (lithium Ion, NiMH, NiCd, Hg):

The battery chemistries should be limited to lithium Ion, NiMH, NiCd at one price. Lithium metal and Hg Batteries have a much higher cost to recycle and should each have their own cost line item. Can the pricing be adjusted for this?

A5. There will be items listed as LINE ITEMS, pricing will have to be adjusted, accordingly.

Q6. There is no pricing component for labor and equipment. It has been our past experience that these items will be necessary in the preparation of the hazardous materials/wastes for shipment. Should labor and equipment be added to the pricing form?

A6. For this contract, labor and equipment is already factored into the DRUM’s cost, this also includes transportation.
