Q: Given the periodicity of the Eddy Current testing is 3 years, how would the government like contractors to quote for Eddy Current testing? Is it possible to add a separate CLIN for Eddy Current testing given it would be not be required in all years. Additionally, in what year is the Eddy Current testing expected to be done? With regards on the subject solicitation, may I ask the expected weight for laundry services per CLIN weekly?

A: We have not had an Eddy Current test for the chillers in the last 5 years. They can perform the test when they want to. A separate CLIN will be added for each year for Emergency/Over and Above Maintenance and Repairs.

Q: Is this a full coverage agreement that covers preventative maintenance, refrigerant and repairs on the equipment listed?

A: Yes.

Q: Are 24 hours a day and 7 days a week emergency service calls part of preventative maintenance agreement?

A: Yes.

Q: Are emergency or after-hours service calls billable?

A: Yes.

Q: What does your team consider over and above repairs?

A: If the repair job is over $2500. The contractor will give us a quote for the repairs and wait for an approval from appropriate Maintenance & Operations staff before doing the work.

Q: Can the government confirm that the eddy testing is in years three and five of the contract and not some other sequence based upon the incumbent?

A: There has been no eddy testing done for our chillers in the last 5 years by our incumbent contractor.

Q: Does the facility currently have rental equipment requirements that have not yet been filled?

A: No.

Q: Does the government have planned outages that require rental equipment in the future?

A: No.

Q: Can the government please provide a clear expectation for when the awarded contractor will be requested to quote a repair?

A: Yes, any repair over $2500.

Q: Would this be considered major repairs (e.g., centrifugal chiller motor replacements, compressor rebuilds, major chiller component replacement, compressor replacement and overhauls?).

A: Yes, major repairs (compressors etc.)

Q: Does the government consider the dollar amount of the repair when making a determination on whether or not to request a quotation?

A: Yes, any repair over $2500.

Q: Can the government please provide a clear expectation for when the awarded contractor will NOT be financial or responsible for repairs?

A: The awarded contractor is responsible for minor repairs if it’s a major repair Maintenance and

Operations approving authority (M & O) will request a quote and approval from M & O to do the repair.

Q: Will the awarded contractor be expected to provide a 90 day parts warranty for components not warranted by the original equipment manufactured for 90 days?

A: Yes.

Q: Can the government please provide labor warranty expectations?

A: 60 days.

Q: When was Chiller Annual service last performed? Should the awarded contractor expect to execute the service during the base year, year 2 and year 4?

A: The program office does not have the exact date.

Q: When was the Eddy Current testing on the condenser tubes last performed? Should the awarded contractor expect to execute the service during the base year and option year 3?

A: No date, there has not been an eddy test done in the last 5 years.

Q: When was the Eddy Current testing on the evaporator tubes last performed? Should the awarded contractor expect to execute the service only during the base year of the contract?

A: No date, there has not been an eddy test done in the last 5 years.

Q: Would the government consider a deficiency assessment period for the awarded contractor to perform in depth inspections and quote the government for repairs?

A: Yes.

Q: Can the government please provide a detailed deficiency list for each individual piece of equipment listed in Section 14 “list of equipment”.

A: Program office is not able to provide list at the moment.

Q: Can the government please provide historical data on each individual piece of equipment. Including repairs, maintenance records, run hours and factory recommendations that have not been executed by the VA.

A: Program office is not able to provide historical data at the moment.

Q: Can the government please confirm that no ancillary equipment such as cooling towers, pumps, cooling tower VFD’s, pump VFD’s and BMS are associated with this Solicitation.

A: Yes, no ancillary equipment with this solicitation.

Q: Can the government please provide an example of how over and above repairs has been applied in the past?

A: Building 40 cooling tower #4 the contractor had to replace a 40 HP motor, building 60, the contractor replaced a bad chiller compressor motor.

Q: Can over and above repairs be applied to minor and major repairs?

A: Major repairs.

Q: Can the government please provide an instance where a price quotation for repair was requested as opposed to the awarded contractor completing the repair as part of the contract.

A: Replaced cooling tower motor for B-40 and replaced bad chiller compressor motor for B-60.

Q: If the compressor motor fails on a Trane chiller RTHC or a chiller. Is the mechanical contractor responsible for replacing the compressor motor under the service agreement at no additional charge to the VA hospital? Will the VA hospital generate a purchase order and pay the mechanical contractor to replace the compressor motor?

A: No, the compressor would be a “major repair” and the contractor would put in a quote for the repair. Once approved by M & O approval authority then the contractor would do the repair.

Yes, the VA would get a purchase order and pay the mechanical contractor to replace the compressor motor.

NOTE: Any questions not answered is due to it not having any relevancy to the current solicitation and or is public information in which a contractor may request a FOIA.
