About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs. The requirement involves gasoline dispenser replacement and testing at two VA facilities in the Greater Los Angeles Healthcare System: West Los Angeles VA Medical Center and Sepulveda VA Ambulatory Care Center. The urgent procurement is necessary due to non-compliance with South Coast Air Quality Management District standards, with potential safety risks to emergency responders and patient transportation services if not immediately addressed.
IO Environmental and Infrastructure Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB), was selected as the sole source vendor for the $17,310.71 requirement. The Period of Performance is from 09/18/2025-11/30/2025. Market research conducted on 09/19/2025 using FPDS.gov validated the pricing by comparing it to two similar recent contracts, with the proposed price falling below the identified price range. The Contracting Officer, William Cook, approved the purchase in accordance with FAR 13.106-1, with the vendor having no unsatisfactory or marginal CPARS ratings in the past two years.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C262-25-AP-7944
1. Contracting Activity: Department of Veterans Affairs, NCO 22, West Los Angeles VA
Medical Center and Sepulveda VA Ambulatory Care Center within Greater Los Angeles VA Healthcare System
2237: 691-25-4-5042-0524
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This requirement is for gasoline dispenser replacement and testing at the West Los Angeles VA Medical Center and Sepulveda VA Ambulatory Care Center within the VA Greater Los Angeles Healthcare System.
The repair and testing services are necessary to replace an existing gasoline pump that is out of compliance with the South Coast Air Quality Management District (SCAQMD). The main function of the gasoline dispensing units is to provide fuel for emergency responders and patient transportation in urgent situations where commercial gas stations are not available. If gas stations are not dispensing correctly and do not meet the safety standards, it will pose a risk for all patients and healthcare personnel. Further delay of repair services will cause serious life-threatening concerns such as death, potential risk of fire and property loss. Due to the urgent nature of this requirement, the Contracting Officer, Helena Roba, gave a verbal approval on 09/18/2025 for work to be performed immediately.
The Period of Performance (PoP) for this requirement is from 09/18/2025-11/30/2025. The estimated dollar value of requirement is $17,310.71.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The VAGLAHS has an immediate need for the replacement of gasoline dispenser and testing at two gasoline dispensing stations at the West Los Angeles VA Medical Center and Sepulveda Ambulatory Care Clinic. The gasoline dispensing stations are utilized when commercial gas stations are not available for emergency responders and patient transportation services. The delay in repair services poses a safety risk to patient and healthcare personnel. There was not enough time to solicit the requirement. IO Environmental and Infrastructure Inc., an SDVOSB, is able to perform and meet the immediate needs of this requirement. They are familiar with the layout of the facility and able to perform the work immediately.
Due to the urgency nature of the procurement, IO Environmental Infrastructure Inc., submitted an informal quote for immediate repair services. CPARS assessment reports showed that they had no unsatisfactory or marginal ratings in the past two years. IO https://www.acquisition.gov/?q=/browse/far/13
Environmental & Infrastructure Incorporated has built a working relationship with the mission partners to provide the required services without disruption.
