About this file

This document is a Sole Source Justification for an emergency procurement of fire damper repairs and decommissioning services for the Greater Los Angeles VA Healthcare System. The Department of Veterans Affairs is awarding a short-term sole source contract to Atlantic First Industries Corporation, a Service-Disabled Veteran-Owned Small Business (SDVOSB), for urgent fire safety work at multiple VA medical facilities. The procurement is valued at $251,979.00, with a performance period from 07/14/2025 to 10/31/2025, and is being justified under FAR 13.5 due to unusual and compelling urgency.

The justification highlights critical safety concerns, including potential fire spread, life-threatening risks, and property damage due to faulty fire dampers. Market research conducted on 07/16/2025 compared pricing against similar recent contracts and determined the proposed pricing fair and reasonable. The vendor was selected based on their familiarity with the facility layout, immediate availability, and a clean CPARS performance history. The VA intends to compete a long-term procurement in the future, with this sole source award serving as an interim solution to address immediate safety requirements.
