About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition (OFOC) for a follow-on Blanket Purchase Agreement (BPA) Delivery Order for Philips IntelliSpace Critical Care and Anesthesia (ICCA) software.

The requirement is for Philips ICCA software that provides clinical information systems and anesthesia record keeping for the VA San Diego Healthcare System. Philips is the sole proprietor of the ICCA software, maintenance, and database administration, so this is a sole source acquisition under FAR 6.302-1. The base year is estimated at $244,604.76 with a period of performance from 10/1/2024 to 9/30/2025. The total estimated value including two option years is $660,245.64. Market research found no other capable sources, and Philips provided a 22% discount by using the existing BPA vehicle. The J&A is approved by the Contracting Officer and one level above.
