VA Greater Los Angeles Healthcare System (VAGLAHS) – Industrial Hygiene (IH), Occupational Safety and Health (OSH), and Emergency Management Support Services (EMSS) for VAGLAHS
GENERAL INFORMATION `
1. Title of Project: Industrial Hygiene (IH), Occupational Safety and Health (OSH), and Emergency Management Support Services (EMSS) for VAGLAHS.
2. Background: The VA Greater Los Angeles Healthcare System (VAGLAHS), part of the VA Desert Pacific Network (VISN 22), consists of the campus of the West Los Angeles VA Medical Center (VAMC), a teaching hospital, and its Sepulveda Ambulatory Care Center (ACC) in Los Angeles, California, as well as nine (9) Community Based Outpatient Clinics (CBOCs) in a 5-county area of Southern California. This critical healthcare system serves more than 84,000 veteran patients annually, including the execution of more than 1.3 million outpatient visits and more than 8,000 inpatient visits.
The VAGLAHS Occupational Safety & Health (OSH) Office is charged with ensuring patients, visitors, and employees in these facilities experience safe and healthy operational conditions in accordance with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO, or simply “Joint Commission”), Occupational Safety and Health Administration (OSHA) and VA public health standards established by VHA Directive 7701, the Comprehensive Occupational Safety and Health Program, among other prevailing regulations.
This office is also responsible for safety processes on all VAGLAHS construction, renovation, and historic preservation job sites, plus it conducts new build activation inspections to verify that new buildings are free of hazards before occupation.
Construction projects on the primary medical center campus have increased dramatically in accordance with Master Plan 2022, including development of a new metro rail station, a new hospital, and more than 1,200 new units of veteran housing, plus a new Community Based Outpatient Clinic is due to be activated soon. The resulting substantial increase in construction safety monitoring and surveillance activity necessitates the support services of an experienced Industrial Hygiene and Occupational Safety and Health (IH & OSH) contractor that possesses detailed, recent knowledge of, experience in serving, and understanding of the VAGLAHS system, its 11 locations, its current IH & OSH practices, and the standard safety and permitting practices of VA Construction Management and Construction Engineering, a distinct combination of capabilities.
Further, the closely affiliated and collocated VAGLAHS Emergency Management office is responsible for systemwide emergency management and planning functions that buttress, support, and interoperate with the functions and responsibilities of the OSH office. This means the VAGLAHS OSH office requires the support services of a contractor with Industrial Hygiene, Occupational Safety and Health and Emergency Management support experience specific to VA medical care facilities in Southern California.
Several additional factors render this need for contractor support immediate, urgent, and compelling: the pending Joint Commission Accreditation Task Force survey scheduled for 2026, for which intensive preparation is already underway; the construction and activation of the new on-campus mass transit metro station in 2027; and the 2028 Los Angeles Summer Olympics. These three (3) major events occur in rapid succession between 2025 and 2029, with no time between events to deescalate the pace of work, and many mission critical milestone tasks occurring in parallel.
To summarize, to manage these significant projects while continuously ensuring patients, employees, and visitors are safe from hazards, VAGLAHS requires the comprehensive support services of a contractor that possesses demonstrable experience in Industrial Hygiene, Occupational Safety and Health, Construction Management Support Services (CMSS) to include Construction Engineering for safety, and Emergency Management Support Services (EMSS) to include activities like drone operation and operation and maintenance (O&M) of emergency response trailers, specifically for major healthcare campuses.

The IH & OSH Office maintains several different libraries of paper and digital assets that the Contractor shall monitor and update regularly, to include a library of Safety Data Sheets (SDS), formerly known as Material Safety Data Sheets, at each VAGLAHS facility. VAGLAHS is currently using the CEOSH website and Verisk 3E database server, where 97,000 chemical product Safety Data Sheets are maintained, so the Contractor shall already have familiarity with using these systems daily. For each location at VAGLAHS requiring SDS, the Contractor shall ensure updated chemical inventories and SDS are maintained in each required area. Additionally, they will ensure online hazardous chemical training, testing, and tracking, chemical categorization and safe use guides, chemical compatibility storage checklists, and hazardous waste tracking files are maintained, accessible, and properly used in each required area. The 3E database SDSs are archived, and the Contractor will have access to archived SDS. The 3E service comes with a variety of options and enhancement modules that can be configured based on the Contractor’s Environmental Health and Safety (EHS) information management needs.
| 8.16 | Pandemic/epidemic planning and response (i.e., contingency plans and exercises in case of events like widespread bird flu transmission to humans, or a resurgence of COVID-19). Monitor pandemic news and guidance issued by the Centers for Disease Control (CDC), OSHA, the Joint Commission, and other federal, state, and local regulatory bodies to develop summary reports for the OSH Chief. Recommend pandemic response actions monthly, weekly, or more frequently based on current guidance from regulatory organizations. Participate in the development and distribution of each pandemic response plan and develop training and education materials to communicate pandemic response plan concepts to VAGLAHS personnel, veteran patients, and visitors. |
| 8.17 | Policy, program, and Standard Operating Procedure (SOP) development. Assist the OSH Chief with reviewing existing IH & OSH policies, programs, and Standard Operating Procedures (SOPs) on a regular rotating schedule to recommend possible improvements, updates, or corrections. Assist the Chief with developing new policies, guidelines, and procedures in response to new and emergent operational conditions. Assist the Chief by developing action item lists for implementation of newly issued federal and state policies. |
| 8.18 | Respirator fit test program and respirator medical evaluation program. The Contractor shall manage the Respirator Fit Test Program at each VAGLAHS site to ensure that qualified fit testers are readily available to assist VA employees who use respirators during their daily work, plus ensure all affected VA medical care employees are fit tested annually. Fit test records shall be maintained and archived. Fit testing may be qualitative, quantitative, or both. In addition, the Contractor must coordinate with a third party to render and manage the records of respirator medical evaluations. |
| 8.19 | Trailer maintenance and operation for emergency response trailers, including during joint exercises with agency partners like UCLA and the LA Sheriff’s Department. The Contractor shall prepare trailers for participation in drills as well as fort response to actual incidents. Contractor personnel shall operate, maintain, and transport assorted trailer models, and assist with set up at events. They will also perform minor troubleshooting and repair work or coordinate warranty work with Original Equipment Manufacturers (OEMs) or third party repair companies. |
