About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Department of Veterans Affairs contract (Solicitation Number 36C26224R0118) issued by Network Contracting Office 22 in Long Beach, CA. The amendment provides critical clarification regarding Primary Care-Mental Health Integration (PC-MHI) services, specifying that these services are considered part of Primary Care, not a separate Mental Health line item. The clarification indicates that PC-MHI services will be:

  • Delivered within the PACT Model using 300-series stop codes
  • Required to be provided on-site by the contractor's qualified staff
  • Bundled under Primary Care, consistent with VHA Directive 1160.01

The amendment provides guidance for vendors to use the revised "B.2 Schedule of Service and Price" attachment when submitting proposals, with a submission deadline of April 25, 2025, at 10:00 AM PST. A separate Mental Health line item is only applicable for general or specialty mental health services coded under 500-series MH stop codes and billed using independent CPT codes.

Clarification – Primary Care-Mental Health Integration (PC-MHI):

▪ PC-MHI services are considered part of Primary Care, not Mental Health, as they are delivered within the PACT Model using 300-series stop codes and are designed to integrate behavioral health into routine primary care.

▪ The solicitation specifies that PC-MHI is “to be provided by the contractor”, which confirms that the contractor is expected to furnish these services on-site by the contractor’s qualified staff.

▪ As such, PC-MHI will be bundled under the Primary Care, not listed as a separate Mental Health line item or a standalone line-item. This is consistent with the VHA Directive 1160.01, which defines PC-MHI as an embedded primary care function rather than a standalone mental health program.

▪ A separate Mental Health line item is only applicable when the contractor is providing general or specialty mental health services that are coded under 500-series MH stop codes and billed independently using the CPT codes.

Please refer to Amendment 0005, attachment “B.2 Schedule of Service and Price (Revised) – Amendment 0005”. This document shall be used by vendors when submitting proposals.

Proposals must be submitted by April 25, 2025, 10:00 AM PST.
