About this file

This document is a Solicitation Amendment for a VA Health Care Services contract for a Community-Based Outpatient Clinic (CBOC) in Alamogordo, New Mexico. The amendment (Number 0003) extends the proposal submission deadline to April 11, 2025, at 10:00 AM PDT, and provides clarifications to potential offerors regarding proposal submission requirements and specific contract details.

Key modifications include updated instructions for proposal submission, which require three separate volumes: Administrative & Compliance Documents, Technical Proposal, and Price Proposal. The amendment also clarifies requirements for Environmental of Care (EOC) management plans, specifies training requirements for contractor staff accessing patient information, and addresses vendor questions about PCMHI (Primary Care Mental Health Integration) services. The VA indicates that an estimated 15% PCMHI utilization is reasonable for pricing purposes, and the clinic will be responsible for administering routine preventive vaccines and medications in a primary care setting, excluding specialized medical treatments.

(1) Section B.2 – Schedule of Services and Price – Completed (this is the Offeror’s response to Factor 4)

PART II: The following are answers and clarifications to questions received in response to the solicitation:

1. Question: Please clarify if the EOC is or is not required with the proposal? If the answer is yes, where in the proposal does the VA want to see the EOC management plans?

Answer: Initial EOC management plans is required with proposal and final plans within 15 days after contract award. See line 2 (above) for solicitation amendment as to how the plans will be submitted with proposal.

2. Question: Does the current contract include PCMHI roster? If it does, can you provide historical numbers so that vendors can provide realistic prices based on the actual roster history?

Answer: The current contract does not include PCMHI billable roster, as such, there is no dedicated PCMHI roster or historical billable data under that structure. The VAMC has only recently implemented a revised framework that separates Primary Care and Mental health services into two distinct line items which is now reflected in this solicitation. Due to the recent nature of this change, the facility is unable to provide historical PCMHI-specific billable numbers. However, based on internal planning and projections, the VAMC has determined that an estimate of 15% PCMHI utilization is reasonable for the purposes of pricing and proposal development under this solicitation.

3. Question: The response provided by the VA to question #17, B.3 of PWS subsection 5.3 is unclear.

The answer appears to be both affirmative and negative, yet it concludes by stating that the services are administered in the CBOC. Could you please clarify this response? It seems there might be a typographical error, possibly the omission of the word "not."

Answer: The clinic will only be responsible for administering vaccines and medications in a primary care setting that are limited to those typically administered for preventive and routine purposes. The clinic is not responsible for medications or vaccines typically managed in specialty or hospital settings, such as advanced cancer therapies, high-risk biologics, mental health injectables, or specialty immunizations.

4. Question: Will the government extend the proposal due date by 30 days?

Answer: The proposal submission deadline is extended to April 11, 2025. Proposals must be submitted by 10:00 AM PDT.
