MULTIPLE SINGLE AWARD INDEFINITE DELIVERY, INDEFINITE QUANTITY
(IDIQ) ARCHITECTURAL AND ENGINEERING (A/E) SERVICE SYNOPSIS
This is a SOURCES SOUGHT SYNOPSIS, seeking response from Small Business concerns only. This announcement seeks information from the industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of this synopsis.
Veterans Integrated Service Network 22 (VISN 22), which includes all Veterans Affairs facilities in Arizona, New Mexico and Southern California (areas of responsibility include Loma Linda, Los Angeles, Long Beach and San Diego), is seeking A/E Firms capable of providing multi-discipline design services on an as-needed basis under Multiple, Single Award fixed price, indefinite-delivery, indefinite quantity (IDIQ) contract, in accordance with the Brooks Architect- Engineers Act (PL 92-582) and as implemented in FAR Part 36.6 and VAAR Part 836.6. Firms will be selected for negotiation based on demonstrated competence, qualifications, and experience.
We are soliciting the most highly qualified businesses, encompassing Service-Disabled Veteran- Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB) and Small Business (SB) socio-economic groups to determine the appropriate set-aside necessary to fulfill the governments design requirements for VISN 22. To assist the government in making an accurate determination, we must know your firms’ capabilities. The required design services will be for an undetermined number of projects of varying size and complexity. Services may include, but are not limited to, providing scope, development, planning, concept development, interior design, environmental studies, feasibility studies, program analysis, design review, value engineering reviews, consulting/construction management for work, building designs for facilities as well as rehabilitation and upgrade of existing facilities and systems, to include new buildings, building additions and/or building renovations or other real property alterations.
Additional services that may be required include, but are not limited to, Master Planning/Medical Planning preparation of designs, plans, drawings, life-style cost analysis, construction cost estimates, project specifications, fact-finding studies, surveys, investigations, hazardous material’s such as asbestos abatement, other professional A/E services not necessarily connected with a specific construction project, and supervision/inspections of projects under construction.
Interested parties must be registered in the System for Award Management (SAM) database at https://www.sam.gov. For firms claiming either SDVOSB or VOSB classification status, they must also be registered and certified through Veteran Small Business Certification (VetCert), located at https://www.veterans.certify.sba.gov.
The planned duration for these contracts will be a total of five years. The contract period of performance consists of a base contract period, and four (4) option periods. The value of the
A/E IDIQ contract is anticipated not to exceed $45M. The projected minimum ordering limit per task order is $2K. The anticipated maximum ordering limit per task order is $3.5M.
The North American Industry Classification (NAICS) code for this acquisition is 541310 Architectural Services, which currently has a small business size standard of $12.5 million average annual revenue and/or NAICS 541330, Engineering Services with a current small business size of $25.5 million average annual revenue.
Interested parties responding to this Sources Sought Synopsis shall submit the following information (not to exceed a total of 3 pages):
(1) Company name and address, point of contact with phone number, email address and UEID number;
(2) Any and all socio-economic categories applicable for your company;
a. Proof of registration in the SAM and VetCert websites or intention of registration prior to submission of offers to a solicitation;
b. If your firm has a history or is contemplating joining with a partner for this requirement, we ask that you detail that arrangement as well to allow the government to make the most well-informed decision possible. In this event, we advise you thoroughly investigate whether a partnership would affect your business size standard.
(3) Provide a brief description and/or documentation of your competence, qualifications, and experience relating to A/E projects (including references); All responses should include the related information: development, planning, concept development, interior design, environmental studies, feasibility studies, program analysis, design review, value engineering reviews, consulting/construction management for work, building designs for facilities as well as rehabilitation and upgrade of existing facilities and systems, to include new buildings, building additions and/or building renovations or other real property alterations.
a. Studies, Investigations, and Reports including drawings and sketches, and planning documents;
b. Planning services, space use, and repair project planning, with associated planning documents;
c. Detailed facility assessments;
d. Design packages, including but not limited to, Interim Design (35% and 65% levels), Final Design and Corrected Final Design, as defined in each individual Task Order;
e. Specifications;
f. Design Analysis;
g. Design Calculations;
h. Not limited to: Interior Design services and submittals, including color boards, and binders;
i. Preparation of contract documents including plans, design, specifications, schematics, cost estimates, for Invitation for Bids or Request for Proposals (RFP) for Design-Build and Design-Bid-Build projects;
j. Cost Estimates and quantity surveys in the format and detail required in each individual Task Order;
k. Value Engineering studies, recommendations and conferences;
l. Subsurface investigations and foundation analyses;
m. Utilization of Government designs, drawings, specifications, and standards for buildings and other structures as necessary to meet the requirements of the proposed project;
n. Construction period services;
More specific and detailed information will be required upon issuance of a formal solicitation for this requirement.
The response date to this Sources Sought Synopsis is December 7, 2023 at 2:00 pm Pacific Standard Time. This market research is for informational and planning purposes only to determine if there are adequate qualified SDVOSB or VOSB concerns to warrant a 100% set-aside. The Government will not pay any costs for responses submitted. Only electronic submissions are acceptable and may be directed to erin.watson3@va.gov.
