About this file

This document is a set of Questions and Answers related to a Request for Quote (RFQ) solicitation for the audit and update of Lock Out Tag Out (LOTO) documents for the Department of Veterans Affairs (VA) Veterans Integrated Service Network 22.

The key details are: the existing LOTO procedures are in Word format and the government requires the contractor to revise any non-compliant procedures identified during the audit, as well as generate new procedures for any missing LOTO processes. The solicitation will evaluate offers based on Technical, Price, Past Performance, and Past Experience factors, and the updated due date for offers is September 13, 2024. The government will provide the current VASD LOTO template to the awarded contractor. The contractor is required to perform an audit of the LOTO program for the Maintenance Machine Shop and Paint Shop and develop written procedures based on the deficiencies and current processes discovered. The government did not specify the number of existing procedures, so the contractor should recommend local sourcing or be willing to spend time on-site to determine the requirements.

Also, when it says to write procedures for anything that is missing, how are we supposed to quote this? Will a per procedure price with an estimated # we can complete a day suffice? If we don't know how many are missing, it will be difficult to prepare a quote to write them and be price competitive?
