I. TITLE:
VA Loma Linda Health Care System’s (VALLHCS) Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training.
II. BACKGROUND INFORMATION:
The VA Loma Linda Health Care System (VALLHS) Facility Maintenance Services requires Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training. As per the NFPA99, NFPA 70E, IEEE, and the Join Commission, the VA is required to perform Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training for Facility Maintenance Services staff.

IV. OBJECTIVES:
The objective of this service contract is to have a contractor to furnish all labor, materials, supplies, tools, equipment, and qualif ied personnel to complete the Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training to be in compliance with as per the NFPA99, NFPA 70E, IEEE, and the Join Commission. The contractor shall provide hands on lab exercises with the training.
V. SCOPE:
Contractor shall provide all labor, materials, test equipment, tools and lab training materials to conduct Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training. Contractor shall conduct Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training in accordance with NFPA99, NFPA 70E, IEEE, and the Join Commission standards. Contractor shall provide 4-day class about Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training for Loma Linda VA Memorial Hospital Facility Management Service. The course shall place emphasis on a mixture of lecture and lab with an exam shall be given Contractor training shall cover the list below.

Contractor shall train 15 Facility Maintenance Services employees in Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training. The Training shall take place over 4 consecutive weekdays.
Days 1 and 2 Industrial Electricity Days 3 and 4 Troubleshooting Electrical control Circuits.
Contractor shall provide Basics of Industrial Electricity and Electrical Troubleshooting Motor Controls Training certif icate to each attendee.
VI. PERIOD OF PERFORMANCE:
120 days from performance start date. Work may be scheduled during the day or night (Depending on load demand), Monday through Friday and/or Saturday through Sunday.
• Daytime hours: 6 am to 4 pm
• Evening hours: 4 pm to 4 am
Contractor shall initiate work within 2 weeks of being contacted by the designated Contracting Officer’s Point of Contact (POC) or designee. Work shall be scheduled through the POC or designee, who will coordinate with VALLHCS staff. Timelines are subject to change due to VALLHCS operational requirements.

VII. PLACE OF PERFORMANCE:

VIII. LICENSING REQUIREMENTS:
a. Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card.
b. ACCET certif ication.
c. NFPA and/ or NICET certif ication.
IX. SPECIFIC REQUIREMENTS:
a. Contractor shall schedule start date with POC or designee five (5) business days in advance.
b. Contactor personnel shall have valid Loma Linda PIV badges before starting work.
c. Contractor’s supervisor or lead technician are to check in with VALLHCS Electrical
Supervisor, or in their absence, with Graphics Control prior to work each day.
d. Contractor shall conform to the following standards, policies, regulations, governing agency, and any other local, state, or Federal guidelines that are not listed here.

X. RECOGNIZED HOLIDAYS:
The following is a list of all Government recognized holidays:
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth Christmas Day Independence Day
If a holiday falls on Sunday, the following Monday shall be observed as the legal holiday.
When a holiday falls on a Saturday, the preceding Friday is observed as a legal holiday by U.S. Government agencies. Also included, would be any other day specifically declared by the President of the United States of America to be a National Holiday.
XI. CONTRACTOR EMPLOYEES:
Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.
Examples: wearing of distinctive clothing such as uniform, badges, patches, etc.
Contractor personnel shall wear identif ication (I.D.) badges during the entire time they are on the VA Loma Linda Healthcare System grounds. I.D. badges must have identif ication picture, name of the individual, and the represented company depicted on it.

XII. SMOKING AND VAPING POLICIES:
Smoking and vaping are prohibited on Government property.
XIII. SAFETY AND PPE EQUIPMENT:
Personal Protective Equipment shall be provided for each Contractor employee by the Contractor. Possession of weapons are prohibited.
XIV. PARKING:
It is the responsibility of Contractor personnel to park only in designated parking areas. Parking information is available from the VA Security Service. The VA shall not invalidate or make reimbursement for parking violations of the contractor's personnel under any circumstances.
