About this file

The contract will cover installation, repair, cleaning, and maintenance of all security equipment under the purview of the VA Police at the Loma Linda facility. The solicitation number is 36C26224Q13810002, and it is being issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 22.

ORIGINAL QUESTION AND ANSWER

Q: “Background:

a. The VA Police at Loma Linda requires a comprehensive security maintenance contract to ensure the Lenel OnGuard2 Security Systems, Video Management System

(VMS), to be installed as part of this contract, and integrated surveillance system remain functional to provide safety, security, and monitored access to critical areas. The intent of this contract is to ensure that warranty items are repaired, and to ensure non-warranty items are replaced, upon failure, with items covered under warranty. This maintenance contract will also include and cover the security system equipment identified in 2. Scope c., below. This contract includes provisions for installation, repair, cleaning, and maintenance of all security equipment under the purview of the VA Police at the Loma Linda VA Medical Center.” - SOW

Can you please confirm the number of days the existing VMS and new VMS should run concurrently?

A: There is no existing VMS software, therefore there will be nothing running concurrently. The newly installed VMS software is expected to run 24/7/365

CLARIFICATION

There appears to be a misunderstanding of the use of the term “VMS” in the SOW. We are not changing from or deleting any part of the current LenelS2 security system software installed at the Loma Linda Medical Center or any affiliated sites, now or in the foreseen future. LenelS2 is a VMS system and our primary security system, however it has a difficult and cumbersome user-end surveillance software system that is not acceptable or functional for our needs. A third-party video management software is being requested to make the use of the LenelS2 surveillance cameras, alarms, etc., more functional for security needs of the facility.

LenelS2 will operate as the base management system that controls the surveillance camera and other equipment. When it was stated that there is no current VMS software, this is in reference to the VMS system to be installed, IE third party software. The VMS system to be installed will run concurrently and in conjunction with the LenelS2 system.

The new VMS system will function solely for the purpose of being the video management software, while LenelS2 will still be in operation.
