About this file

This document appears to be an amendment to a solicitation for a federal contract opportunity. The key details are:

The contract is for the maintenance, repair, and/or replacement of existing security systems at the Loma Linda VA Medical Center and affiliated properties, including three offsite warehouses. The scope includes maintaining and/or replacing/repairing Lenel workstations, network video recorders, and virtual servers running Lenel software. The government anticipates integrating the offsite warehouse locations into the Lenel system in the future.

The amendment addresses questions from offerors, including the addresses of the offsite warehouses, the current security system software used at those locations, maintenance requirements for virtual servers, the concurrent operation of the existing and new video management systems, and the replacement of any end-of-life network video recorders. The government clarified that the cost of any new equipment is not part of this contract and would be handled through separate contract modifications or the "over and above" CLINs, which are to be priced at $0.00 initially.

Contracting Specialist

Q: “Contractor shall maintain, repair and/or replace existing security systems at the

Loma Linda VA Medical Center (11201 Benton Street, Loma Linda, CA 92357) and affiliated properties: Behavioral Health Building (Valor Building), Community Living

Center, Palliative Care Center, Eye Clinic, Cancer Building, Outpatient Pharmacy

Building, Ambulatory Care Center, Audiology Building, Business Center (HR and HAS), Three (3) Off-station Warehouses, Women’s Clinic and the Hemet Community Based

Outreach Clinic (CBOC).” - SOW

1. The RFP indicates that (3) offsite warehouses should be included in the maintenance contract.

A. What is the address of the (3) Warehouse locations?

Warehouse #1, 10390 Enterprise, Redlands, CA 92374 Warehouse #2, 10418 Enterprise, Redlands, CA 92374 Warehouse #3, 1550 East Victoria Ave, San Bernardino, CA 92408

B. Is each warehouse location currently integrated into Lenel?

A: It was our intent to have the security systems installed prior to the conclusion of the current contract, however due to unforeseen issues, this did not happen. That said, none of the off-station warehouses are currently connected to Lenel, however once the systems are installed in the upcoming budget year (possibly by the incumbent vendor), they will be expected to be maintained within the security maintenance contract.

C. If not integrated, what software is being used for Access Control, Intrusion and

CCTV? Please provide by location. N/A

2. If the system(s) at the (3) Warehouse is not integrated, does the VA anticipate integrating those warehouse location(s) into Lenel in the future?

A: Yes

Q: “Maintain and/or replace/repair Lenel Workstations (replacement if provided by the vendor), Network Video Recorders, and or Virtual Servers running Lenel software.” – SOW

What is required for maintenance, replace or repair of the Virtual server? Are you referring to the Lenel or VMS software only?

A: Lenel related equipment and VMS Software Only. ), Network Video Recorders are considered to be a part of the Lenel system software. Vendor must be escorted by IT Personnel to access the Lenel Server. Initial VMS software installation is being requested as a part of this contract.

Q: Can you please clarify what is considered “over and above services”? Each year requires a number be added, but can you clarify what these costs should include?

A: Over and Above service CLINs shall be bid at $0.00. If requirements are identified that falls within scope that was not originally identified, a quote will be requested for said additional work and that amount will be added to the Over and Above CLIN. For this moment, please leave at $0.00. Most cases it will stay at that amount but in the event of some sort of additional requirement is identified, this CLIN can be used to fund said requirement.

Q: “Background:

a. The VA Police at Loma Linda requires a comprehensive security maintenance contract to ensure the Lenel OnGuard2 Security Systems, Video Management System

(VMS), to be installed as part of this contract, and integrated surveillance system remain functional to provide safety, security, and monitored access to critical areas. The intent of this contract is to ensure that warranty items are repaired, and to ensure non-warranty items are replaced, upon failure, with items covered under warranty. This maintenance contract will also include and cover the security system equipment identified in 2. Scope c., below. This contract includes provisions for installation, repair, cleaning, and maintenance of all security equipment under the purview of the VA Police at the Loma Linda VA Medical Center.” - SOW

Can you please confirm the number of days the existing VMS and new VMS should run concurrently?

A: There is no existing VMS software, therefore there will be nothing running concurrently. The newly installed VMS software is expected to run 24/7/365.

Q: “Maintain and or replace/repair field installed motion detectors, arming stations, and panic buttons. Included will be the re-installation of hardwired duress buttons needed to be removed by Interior Design to install new desks/furniture.” – SOW

1. Can you please confirm “re-installation” assumes the help button has not been damaged in the process of the removal?

A: Interior Design periodically removes old office desks and installs up/down desks. In doing so, they remove the duress buttons and leave them under the newly installed desks. We asked that the current vendor re-attach the duress buttons to the new desks. This should only occasionally occur during furniture replacement and renovations projects.

2. Can you please confirm “re-installation” assumes the help button is being installed in the exact location where it was removed?

A: The duress button should be re-installed as near to the original location as possible, allowing for the up/down motion, and to allow the user to immediate knowledge of the location of the button.

3. Can you please confirm “re-installation” does not require new cable needs to be provided and pulled because the new desk location has changed, and the existing help button cable can no longer reach the new desk location?

A: The duress buttons are only uncrewed and from under the desk and the conduit cable and duress button are left coiled on the ground under the desk.

Q: “19. Maintain and/or replace/repair Lenel Workstations (replacement if provided by the vendor), Network Video Recorders, and or Virtual Servers running Lenel software.”

– SOW

Can you please provide if any of the existing Network Video Recorders are “End of Life” by the server manufacture?

A. If hardware is end of life and the manufacture no longer provides parts or supports the hardware, is it the government’s position that the vendor is responsible for replacing the end of life equipment under this agreement?

A: Two (2) of the current NVR’s are end-of-life but do still function. They however are not Lenel NVRs and are not fully functional with the main Lenel system located at the Main Campus. The government is not asking the incumbent vendor to assume responsibility for the end-of-life equipment, we are requesting the vendor add the cost of two (2) NVRs into their quote. If this can’t be accomplished, we will submit a contract at a later time for the equipment.

B. Should the Government replace end of life equipment prior to the contract beginning?

A: No. We are requesting the vendor add the cost of two (2) NVRs into their quote. If this can’t be accomplished, we will submit a contract at a later time for the equipment. The equipment is functioning for at this time, it is just not fully compatible with the main campus Lenel security surveillance system.

Q: Will you confirm that the cost of any equipment that is part of a new system including a new VMS would not be part of this contract and would instead be handled by funds from the over and above CLINs or contract modification?

A: Any equipment, whether it is the VMS software or NVRs, that is not added as a part of this contract will potentially be requested through an the over and above CLINs.

Q: Can you establish a fixed amount for the over and above CLINs, so that all contractors are on equal footing and because having additional funding as part of a proposal does not represent added value to the government?

A: CLINs x002 are to be left at $0.00. These CLINs will be quoted if they are needed.

They will be used if unforeseen requirements become discovered that fall within the scope of this contract and will be increased to the quoted amount if they are to be used.

Oftentimes, they are not used. For now, leave them at $0.00.

Q: Will you confirm that this contract does not cover the cost of any equipment needing to be replaced and that cost would come from the over and above CLINs?”

A: That is correct.
