Answers to the Questions received for RFQ 36C26224Q1360

1. QUESTION: Is this a brand-new contract or is there an incumbent performing these services?

ANSWER: This is a new contract.

1. QUESTION: If not brand new, could you please provide the current/previous contract number?

ANSWER: N/A

1. QUESTION: Is the max budget of $4,500,000 per year or the total for 5 years (Base Year + 4 Option Years)?

ANSWER: Total for 5 years, Base Year + 4 Option Years.

1. QUESTION: Are these services provided on campus or the contractor’s facility (there is some conflicting language)?

1. Page 1 of General Information document says Place of Performance is WLAVA, Section 1.3 of the Solicitation says within 15 mile radius of the WLAVA campus, Section 12.2.4 says meals are to be prepared offsite then brought to campus.

ANSWER: Section 5 of Place of Performance in the SOW has been updated to the following: PLACE OF PERFORMANCE. The program location is crucial to ensure that Veterans can attend appointments scheduled in various VAGLAHS clinics or to local community providers and return to transitional housing with minimal barriers.

Place of performance shall be offsite of the VA campus at the Contractor’s facility. Space allotted for sleeping, eating, case management, and clinical services shall be within a 15-mile radius of WLA-GLA.

Regardless of location, the Contractor shall be required to attend frequent in person or virtual meetings with the WLA VA located at 11301 Wilshire Blvd., Los Angeles, CA 90073.

1. QUESTION: With a ratio of 1:5 can the case manager work on another program?

ANSWER: The Case Manager (CM) position for this contract is a full-time position. Please see section 25.2.3.3 of the Statement of Work.

1. QUESTION: When referring to the qualifications of the case manager being license eligible and in good standing with the State of CA licensing board, are there any parameters around how many hours towards licensure need to be completed?

ANSWER: There are no parameters around how many hours towards licensure. Please refer to Section 25.2.3 of the Statement of Work.

1. QUESTION: Is this a fixed budget or is the budget based on census and/or services?

ANSWER: This is a Firm Fixed Price contract. The number of veterans is based on current need.

1. QUESTION: What is the Austin Payment Center vs the Tungsten? Page 4 of Solicitation says to submit payment through Tungsten. Section 32.2 says to submit payment to the Austin Payment Center.

ANSWER: It is the same. Tungsten is the on-line payment portal for Vendors, which in turn is processed through the Austin Payment Center.

1. QUESTION: If per diem “includes services listed,” can we still bill when veteran is absent due to the continue need of services available (i.e., meals, case managers, monitors, security staff, etc.)

ANSWER: No. Please see per diem exceptions in section 18.9.2.

1. QUESTION: What is the definition of an “approved absence?”

ANSWER: Please refer to Sections 18.14, 18.14.1 and 32.2 of the Statement of Work.

1. QUESTION: Can we bill for approved absences up to 14 days?

ANSWER: No. Please see section 18.14.1 of the Statement of Work.

1. QUESTION: If per diem rate includes “overnight bed stay and supportive services” can contractor be compensated for the continued availability of supportive services (meals, shelter, shower, staff, etc.) when the veteran is not present; operational costs are still incurred when the veteran is not present. If not the full per diem rate, can a % of the per diem rate be billable?

11. Example: veteran is present for breakfast and lunch and meets with his case manager, but due to substance use and/or mental health challenges he leaves in the evening and does not return until later the next day (missing bed checks), can this still be billable because veteran was present during the day and received services?

ANSWER: No. Please see sections B.2 of the Solicitation and Section 32 of the Statement of Work.

1. QUESTION: Would it be ok if our case manager worked and managed all intakes and discharges from home?

ANSWER: Please see section 25.2.3.2 of the Statement of Work.

1. QUESTION: Can the contractor request a percent of the budget upfront for startup cost?

ANSWER: No. Please see sections B.2 of the Solicitation and Section 32 of the Statement of Work.
