About this file
This document is an amendment to a Request for Quote (RFQ) for the Department of Veterans Affairs (VA) Loma Linda Healthcare System UPS System Preventative Maintenance. The amendment provides responses to questions submitted by offerors. Key details include:
The solicitation number is 36C26224Q10650002, and the previous contract award was 36C26219C0067 under solicitation 36C26219R0027. The amendment addresses questions about the incumbent, pricing for "Over and Above Repairs", and the required maintenance frequency, which is semi-annual. The pricing for "Over and Above Repairs" will be $0.00 initially, with quotes requested as needed for any additional unplanned work. The previous contract did not have this line item. The amendment indicates this is a common provision for repair-type contracts to cover unforeseen requirements.

The purpose this amendment is to answer questions submitted timely. Questions and answers on the following page(s).
Koby Thiel
Contracting Specialist
Q: Is there an incumbent for this contract? If so, what was the award and solicitation number?
A: The most recent award for this requirement was 36C26219C0067 and the solicitation number was 36C26219R0027. This was not a 1:1 requirement however as less equipment was needed to be serviced.
Q: Line item 0002 asks for the cost of "Over and Above Repairs" for all 9 systems for the whole year. Since there is no way to predict how much "Over and Above Repairs" will be needed throughout the year, can we change it to per job instead of per year? Section VI of the SOW also says that "Over and Above Repairs" will have to get extra authorization to even be started, kind of like task orders, so I pricing it per job instead of per year would be more helpful and allow us to give you the most accurate pricing.
A: The pricing of this CLIN will be $0.00 to start. Any work that is similar but not originally planned on, a quote will be requested for said work and that price will go under that CLIN. So the CLIN will stay at a value of $0.00 unless work is needed to be completed not originally taken account of. On most contracts, it stays at $0.00.
Q: How many "Over and Above Repairs" were required on the last contract?
A: The previous contract did not have this CLIN. This is something that was not done previously but is common on repair type of contracts to cover for unforeseen requirements that would fall under scope.
Q: Can you please tell us what the maintenance frequency is required / requested (1 per year, 2 per year etc.). we didn’t see that information in the RFP.
A: All maintenance frequency for this requirement is semi-annual.
