Skin Resistance - Skin Conductance Electrode Paste, 4 Oz. Bottle. This electrode paste was specially formulated with 0.5% saline in a neutral base. Salient Characteristics This requirement is for a comprehensive system to measure electroencephalographic (EEG) signals from the scalp of human research subjects to be used in VA RR&D funded research projects spanning multiple labs in the Auditory Research department, including the following specs:
1. Capability for simultaneous collection of signals from at least 96 active electrode channels with potential for modular expansions to increase the number of EEG measurement channels.
2. Must include an analog input box with at least 8 additional measurement channels for collection of other physiological signals and/or EEG signals from special electrodes used in auditory research (tympanic membrane electrodes or “tiptrodes”). Auxiliary analog channels must be perfectly synchronized with the main EEG measurement channels and galvanically isolated.
3. Must include auxiliary sensors for measurement of body temperature, respiration, galvanic skin response, and eye gaze/pupil size. Auxiliary sensors must be automatically detected by the main measurement system with no need for installation of additional hardware.
4. Must include a dedicated module for measurement of the auditory brainstem response (ABR) with sufficient frequency bandwidth (> 5 kHz anti-aliasing filter) to ensure high-fidelity measurement of the ABR.
5. Active electrodes must be durable with no mid-cable junction box and linear preamplifiers with low noise density.
6. Capability for fiber optic data transfer and battery power with noise rejection specification > 250 dB to ensure resistance to environmental noise. Power and data transfer systems must have perfect or near-perfect galvanic isolation to ensure resistance to interference and patient safety.
7. Capable of operating on a single Li-ion battery cell and compatible with generic batteries and chargers.
8. Must use successive-approximation-register (SAR) analog-to-digital converters. Must support conversion to digital signals with at least 24-bit depth.
9. Must accept 16-bit trigger input from a variety of sources (e.g., audio, visual) to ensure synchronization of stimulus presentation with EEG and auxiliary measures. Trigger input must be on the fiber-optic isolated side of the PC interface. Must also generate 16-bit trigger output for real-time feedback control.
10. Must be compatible with Windows, MacOS, and Linux operating systems. System must include a compatible PC for data acquisition.
11. Must use open-source data acquisition software with EEG and auxiliary measurements stored in an open data format compatible with commercial and open-source EEG analysis software packages.

(a) No gray market or remanufactured items will be acceptable. Gray market items are Original Equipment Manufacturers’ (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA medical facilities.
(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
(End of clause) 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside
(a) Definition. For the Department of Veterans Affairs, “Service-disabled Veteran-owned small business concern or SDVSOB:”
(1) Means a small business concern–
(i) Not less than 51 percent of which is owned by one or more service-disabled Veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled Veterans or eligible surviving spouses (see VAAR 802.201, Surviving Spouse definition);
(ii) The management and daily business operations of which are controlled by one or more service-disabled Veterans (or eligible surviving spouses) or, in the case of a service-disabled Veteran with permanent and severe disability, the spouse or permanent caregiver of such Veteran;
(iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document;

The nonmanufacturer rule and the limitations on subcontracting apply to all SDVOSB and VOSB set-asides and sole source contracts.
All quoters shall submit the following: 1) quotes (with company letterhead) listing all requested line items, quantities, unit, unit price, extended price, delivery and installation, in-service training, warranty information, quote expiration date, salesperson/POC contact information.
Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
The following are the decision factors:
Lowest priced quotation that meets all salient characteristics that is both responsive and responsible shall win the contract award.
Acceptability of equipment/services shall be established by review of each submitted quotation by the designated evaluator(s) and verification that any equal-to items meet the salient characteristics included in this solicitation. Submissions to this solicitation must show clear, compelling, and convincing evidence that equal-to items meet all the salient characteristics. Offers that include any items that are not determined as Brand Name or Equal shall result in an unacceptable offer. See 52.211-6 Brand Name or Equal for additional information.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified with a minimum of at least sixty days, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
AUTHORIZED DISTRIBUTOR LETTER (ADL)
Any suppliers, distributors and/or resellers who participate in this solicitation, must be authorized to provide the supplies by the Original Equipment Manufacturer (OEM). An Authorized Distributor Letter (ADL) from the manufacturer shall be included with your response to be considered for award.
If the potential Authorized Supplier is not the OEM, the Authorized Supplier must provide an Authorized Distributor Letter from the OEM signed within the last 90 days. The letter must either state specific product(s) quoted or that the quoter is an authorized distributor for all of the manufacturer’s products. This letter must be on the manufacturer’s letterhead and contain the signature of an authorized official for the manufacturer.
Items must be Original Equipment Manufacturers’ (OEM) goods.
