About this file

This document contains a set of questions and answers related to a Request for Quote (RFQ) for Non-Emergency Medical Transportation Services for the VA in Southern California.

The key details are:

  • The RFQ is for transportation services, with pricing based on a per-trip rate plus mileage over 20 miles one-way. Contractors can bill for mileage over 20 miles, but not within a 20-mile radius.
  • The contractor must ensure drivers are properly trained on California driving regulations and patient transport procedures.
  • The applicable wage determination is SCA Wage Determination #2015-5629 for San Bernardino.
  • Contractors are required to submit VA Form 10091 and W-9 with their quote.
  • The solicitation includes a $0 SLIN for emergency/unforeseen requirements that may arise during performance.
  • The government will not separate mileage rates for ambulatory, wheelchair, and stretcher transports, as the same vehicles are used.
  • Oxygen has been added as a requirement, with a separate SLIN.
  • The majority of trips are 35-40 miles on average, but exact pickup times cannot be determined due to traffic conditions.
  • The services are required in California.

RFQ 36C26224Q09044 Solicitaon Quesons and Answers

Queson: I have a queson regarding the RFQ. I noced that in the documents atached in sam.gov, secon B.2 for price/cost schedule, there are item numbers and quanes of those items. Under those items, it asks for the unit price per trip. Therefore, I wanted to inquire whether you want a base price per trip, not regarding the number of miles for each trip, or are we open to having a base pick-up fee plus the number of miles for each ride? Thus, the prices for each trip would vary according to the number of miles.

Answer: Each trip is priced for 20 miles one-way. Each mile aer 20 miles one-way can be invoiced against the addional mileage SLIN.

Queson: Is our understanding correct that a contractor may bill for mileage (per mile) only aer the first 20 miles one-way? Specifically, the billing applies to any distance over 20 miles, rather than within a 20-mile radius from VALLHCS or associated CBOC locaons. Is this correct?

Answer: Yes

Queson: Page 47 states: ” Contractor shall ensure all drivers are properly trained on safe transportaon (Includes AZ driving regulaons, securing paents, etc.).” I assume you meant to say CA, not AZ.

Answer: PWS has been updated to state CA.

Queson: Page 47 states: “SCA Wage Determinaon #: 2015-5629, Revision 23, Date: May 8, 2024.” This wage determinaon is for the geographic region of Arizona, Pima County. Please provide the wage determinaon(s) that apply to this solicitaon.

Answer: SCA Wage Determinaon #: 2015-5629, Revision 23, Date: May 8, 2024 is listed for San Bernadino.

Queson: Page 54 states: “Offerors are nofied that VA Form 10091, FMS Vendor File Request Form and W-9 (See atached documents). Request for Taxpayer Idenficaon Number and Cerficaon shall be securely faxed to the VA Financial Service Center at (512) 460-5221, and also be submited with their quote. Failure to include this informaon may eliminate the offeror from award consideraon or considerably delay the award.” VA Form 10091, FMS Vendor File Request Form and W-9 are not atached to this solicitaon. Consider providing these forms or remove them from the solicitaon.

Answer: VA Form 10091 and FW9 have been added to this amendment.

Queson: Page 62 states: “Shutle van inspecon to ensure vans meet PWS requirements (To be completed during site visit).” This solicitaon is for Non-Emergency Medical Transportaon, not shutle van services. Consider revising or removing this statement. When you say “To be completed during site visit,” you are referring to an on-site visit to our dispatch locaon aer award of the contract, right? If not, what site visit are you referring to?

Answer: The solicitaon is properly stated. There is no need to revise due to semancs. The site visit was also properly stated in the PWS.

Queson: B.2 Price/Cost Schedule Item Numbers 0001AH, 1001AH, 2001AH, and 3001AH are for “Emergency Services-Over and Above Repair of Unforeseen Requirements. Charges for repair, labor, and parts shall originate only when required and upon approval being granted by the Contracng Officer.” The PWS does not menon these Emergency Services.

Queson: What does this line item represent?

Answer: This $0.00 SLIN covers unforeseen requirements that may arise during the period of performance, allowing the contract to be modified through negoaon versus creang a new contract.

Queson: Line item AF, it says mileage for Ambulatory, Wheelchair and/or stretcher. Can the Govt separate these so there is a wheelchair mileage and a stretcher mileage for over 20 miles?

Answer: The government does not see the difference for addional mileage based on type of transport using the same type of vehicles.

Queson: Are we required to furnish Oxygen for this contract? If so, would you consider adding an addional line item for this expenditure?

Answer: Oxygen has been added to the solicitaon in the PWS and by SLIN.

Queson: Are you able to explain the Aer Hours Fee on CLINS 1001AG. Is this unit per trip or Mile?

Answer: Charged per trip IAW the PWS.

Queson: Is the contractor allowed to bill for unloaded miles? If the contractor is only permited to bill for loaded miles, will there be any excepons made for long-haul trips?

Answer: No

Queson: Can you provide insight into historical data to help ensure the most compeve pricing for VALLHCS, such as the average trip length, average mileage, and average me to pickup?

Answer: The majority of trips are between 35 and 40 miles. Average me to pick up is hard to determined due to traffic condions, me of day, and other factors beyond our control.

Queson: In which state are these services needed?

Answer: California, as stated in paragraphs 1.1 and 3.11 in the PWS.

Queson: What does item number 0001 refer too and is there a need for a price to be added for that unit? This will apply for opon years, as well.

Answer: CLINS 0001, 1001, 2001, and 3001 captures the total pricing of the SLINS underneath them since the government does not know how much of each quanty will be used.

Queson: Secon C13. The Employee Class, the current reference to shutle van drivers (31290) corresponds to the code for bus shutle drivers, not van shutle drivers. Can shutle van drivers be classified under code 31310 instead?

Answer: 31290 ,Shutle Bus Driver (Van Driver) best describes the posion in the SCA Directory Fih Edion Occupaonal Index.

Queson: Can the on-site coordinator be staoned at the main pick-up and drop-off point, instead of the travel office?

Answer: The on-site coordinator will be staoned in the locaon specified due to Wi-Fi connecvity. This is the only available locaon that was found to be consistent.

Queson: Adequate supply of clean sheets, pillows, pillowcases, and blankets.” Is this specifically for gurney transports?

Answer: No

Queson: Secured cooler containing water for paents being transported in the event of traffic delays or vehicle breakdowns. Highly unusually request since vehicles have limited space with all special equipment already in place. Is this oponal?

Answer: No. This is a safety requirement.

Queson: Will VA reimburse hotel and meal expenses for out-of-town travel requiring over night stays?

Answer: No

Queson: Can you consider Dry Run to be defined cancelaon made with less than two hours’ noce?

Answer: Para. 2.5.8 defines Dry Run Change

Queson: Dry Run Charge was not listed as a line item on price sheet. Shouldn’t this be added as a line item on the price sheet?

Answer: No, IAW the PWS, charge half the single rate and list on the invoice sheet.

Question: Can similar platforms to Bing Maps such as Google Maps be used to calculate milage?

Answer: Yes

Queson: Does the invoice sheet atached with the solicitaon need to be submited? Or is it just for informaonal purposes only?

Answer: It was provided to all interested pares since it will be used to invoice.
