About this file
This document is an amendment to a federal solicitation for a 3-year security system maintenance contract at the Department of Veterans Affairs (VA) Loma Linda facility. The amendment provides answers to various questions submitted by offerors regarding the Statement of Work (SOW), including details on the number and types of security equipment (cameras, NVRs, servers, etc.), as well as clarification on the inclusion of associated equipment and installation. The amendment specifies that all cameras are Axis brand, provides a breakdown of the NVR equipment, and states that no Avigilon cameras are currently utilized. The government indicates it cannot provide additional details such as installation dates, site drawings, or camera height information. The solicitation requests 5 technicians and does not allow for site visits prior to bid submission.

Question: (SOW, 2.A.1) How many additional CBOC’s will be added during the contract modification?
A: We have taken control of 2 additional CBOC’s, which are still pending Lenel system installs. There is a potential to add 4 additional CBOCs being turned over to us in the next 3 years and they will need systems consisting of cameras, readers, motion alarms, glass breaks and any other security needs determined at the time facility is occupied.
Question: (SOW, 2.C.12) Is equipment referenced below included OR excluded in the terms of this contract?
"Any other associated equipment installed by the contractor or necessary equipment that is not already maintained by the facility or a department of the facility."
A: Associated equipment is included in the terms of the contract. The associated equipment would refer to the miscellaneous equipment and parts utilized to install the equipment: i.e., cabling required for electrical or system connectivity, power supplies, batteries, any wiring, or power boxes used in the installation of security equipment that would fall under the security maintenance contract as part of the Lenel security system.
Some door equipment is installed by Facility Management Service, or a contractor, and/or the VA Police Locksmith Shop and would not be associated with, or be part of, the responsibility of the incumbent vendor.
The security systems will include installation and parts to install Access Control, CCTV, and Intrusion devises that meet the Physical Security requirements per VA Handbook 0730. It will involve installation of all said systems, and programming for card reader door set ups, to include card readers, door contacts, request to exit, (electrified locking hardware for doors), cables, remote release buttons connecting to doors, motion detectors, Bosch alarm arming panels, ACP, IAP, NVR (Built using VALL OIT standards), fixed interior IP cameras, dual lens IP cameras, quad lens IP camera, stainless steel IP cameras with required interior and exterior mounts based on field conditions, camera licenses, IAP integration license, access control, CCTV and Intrusion plenum cable, Electrician camera rough in and pathway, access control pathway, intrusion system rough in & pathway, conduit interconnections, dedicated circuit and power supplies, electrified lock hardware doors.

A: No Avigilon cameras are currently being utilized at any of our facilities. All cameras are Axis cameras. The facility is not pursuing a purchase of Avigilon cameras at this time.
Question: (SOW, 3.A.1 & 2) May the government advise how many of the (774) cameras require a Lift to access?
A: 10 – 20 cameras are exterior cameras that could possibly involve the use of a lift to clean the cameras. 3-5 are also located on the interior of facilities with vaulted ceilings and could potentially require the use of a lift to reach the cameras.
