About this file
This email exchange summarizes an amendment to a solicitation for critical water testing services. The solicitation is number 36C26224Q0073 issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22. The amendment addresses pricing for a retesting line item (CLIN0009) which was unclear in the original solicitation. Based on past contracts, the estimated price range for each retesting event is between $4,000 and $5,000. The contracting specialist confirms a retesting line item is necessary and will ensure offerors have a common understanding of the pricing approach for potential retesting requirements.

Hello, I am going to post this email chain as an amendment (redacted of course), but on past contracts the re-testing funds have been between $4000.00 & $5,000.00 for each re-testing line item.

Thanks for the feedback, and yes, a retesting CLIN is absolutely necessary because unfortunately it will happen. We will figure out something for that CLIN. Appreciate your response.

Good Morning, I understand the concern regarding CLIN0009, but I have the same requirement for other VA facilities and have learned from experience re-testing funds are needed.
Once the technical review is completed and pricing is being evaluated I do not factor in the retesting funds, I’m aware that CLIN will vary. I have always included re-testing in the critical water testing solicitations, but for some reason this one has sparked a lot of concern from potential offerors, therefore, in the future I will work that CLIN in when creating the final award.

Good Morning Ms. Cazee, We are planning to propose on this contract, and all of the answers are understood with the exception of CLIN009 for retesting. Many VAs seem to struggle with this requirement in their solicitations. To ensure that all bidders are proposing on the same thing, I recommend putting in an estimated Quantity so when retesting is required the “EA” dollar amount is used. The quantity in this Schedule is “1” so not sure what that means. “One” lump sum for the year with what we think the retesting quantities will be, or what each retest sampling event will cost (the problem with this is that the overall contract dollar amount would not be correct). The good thing is that CLIN009 has a unit of “EA” so the contractor will only charge for the retests conducted (I have one contract where it is a “Monthly” charge and they are paying for retesting when it is not being done – so a waste of VA’s money).
I understand that this type of question/communication needs to be public (and it may be too late), but I recommend that this is cleaned up because you will have numbers all over the place for CLIN009 and will not be comparing Apples to Apples.
