This amendment is issued to amend the solicitation and answer questions received.

Proposal due date has been extended to December 5,2023. Proposals must be received by 10:00 AM Pacific Time.

1. The solicitation is amended as follows:

a. Section B.2 Schedule of Services and price is amended to change the period of performance of the contract from “January1, 2024 through December 31, 2028” to March 1, 2024 through February 28, 2029. See attached UPDATED section B.2 Schedule of Services.

b. Paragraph 7.2.2. is amended to delete the sentence “The clinical supervisors shall be available for 24-hour supervision of case management personnel for the purposes of clinical oversight, documentation, and crisis management.”

Paragraph 7.2.2 shall now read “Clinical Supervisors /Team Supervisors: This is a mandatory position. The Contractor shall have full-time clinical supervisor(s) assigned to this contract. The clinical supervisors shall be Licensed Clinical Social Worker (LCSW), Licensed Clinical Psychologist, Licensed Marriage and Family Therapist (LMFT) or Licensed Mental Health Counselor. The clinical supervisors shall participate in team huddles and case conferences as requested by the VA. In addition, the clinical supervisors shall ensure appropriate supervision of any non-clinical/non-licensed Contractor staff providing services to Veterans to ensure quality of care and clinical supervision. All unlicensed staff must have their clinical supervisor added as expected co-signers when documenting in the electronic health record. Clinical supervisors shall have active, current, unrestricted licenses. Clinical Supervisors shall have a minimum of a master’s degree or doctorate from an accredited institution in Social Work, Mental Health Counseling, Marriage and Family Therapy, or Psychology. Clinical supervisors shall have direct oversight over case management staff gathering hours towards clinical licensure. Clinical supervisors shall adhere to the supervision guidelines issued by the state in which the license is being pursued and co-sign progress notes in accordance with the state licensing requirements. The Contractor shall comply with HUD-VASH Documentation SOP.”
c. Paragraph 7.8 is hereby added to the SOW as follows: The Contractor shall ensure that either the Program Manager or Clinical Supervisor is available “on call” to provide after-hours emergency and crisis management assistance in support of this contract.
d. Section D.5 Projected EUL PBV Sites has been added as section D.5 and includes timeline for building completion and the number of Veteran units at each site. See attached section D.5. This list is subject to change.

2. The following are answers to questions received in response to the solicitation:

Q1. Which buildings on campus does this procurement cover?

A1. This procurement is for all PBV sites on VAGLAHS north campus including those open now and those projected to open through the end date of the contract. See attached section D.5 Listing of EUL PBV Sites.

Q2. What is the anticipated timeline for staff to be cleared for VA security/background clearance and/or VetPro clearance so they can begin working on the contract.?

A2. 60 days

Q3. Is there a possibility that the Estimated Monthly number of veterans being serviced could be lower than the 500 or 1000 listed?

A3. Reference section D.3, Price worksheet. All quantities listed are estimated and are subject to change. Task orders issued against the Awardee’s IDIQ contract may be issued in an amount more or an amount less than the estimated quantities shown in the price worksheet (500). Awarded contractors will not be required to bid on all available vouchers during the task order competition.

Q4. Reference paragraph 7.2.1. of the SOW: “Program Manager: This is a mandatory and a part-time position.” - Is the government mandating this to be a part time position?

A4. No. The program manager is a required position but it’s up to the contractor to determine if the position is full-time or part-time (minimum 20 hours per week).

Q5. Reference paragraph 7.2.2. “Clinical Supervisors /Team Supervisors: This is a mandatory position. The Contractor shall have full-time clinical supervisors assigned to this contract. The clinical supervisors shall be Licensed Clinical Social Worker (LCSW), Licensed Clinical Psychologist, Licensed Marriage and Family Therapist (LMFT) or Licensed Mental Health Counselor. The clinical supervisors shall be available for 24-hour supervision of case management personnel for the purposes of clinical oversight, documentation, and crisis management.” - Please clarify this, as having 24-hour supervision of staff seems excessive.

A5. Per amendment stated above, the sentence “The clinical supervisors shall be available for 24-hour supervision of case management personnel for the purposes of clinical oversight, documentation, and crisis management” has been deleted.

Q6. Is this a new requirement? If not, who's the current vendors and the contract numbers.

A6. There are four (4) existing EUL PBV sites on contract now. Information regarding these contracts is provided below. The Government anticipates paying approximately $700.00 Per Veteran Per Month for this procurement.

Q7. Are we required to have an office for this contract?

A7. Contractor staff providing case management and supportive services under the contract will be provided office space at each EUL PBV site from which the contractor’s staff shall work. It is not a requirement that the Contractor have a local office for organizational staff not performing direct services under the contract (e.g. billing, recruiters).

Q8. Will the VA provide orientation/training to contract staff?

A8. Yes. Contractors may participate in CERS New Employee Orientation and HUD-VASH Orientation.

Q9. How many awardees is the VA anticipating?

A9. The Government anticipates making 3 awards but may make more or less if it is in the Government’s best interest to do so.

B.2 SCHEDULE OF SERVICES AND PRICE

This is an indefinite delivery, indefinite quantity, (IDIQ) contract with fixed-priced line items, which may result in one or more contract awards. Prices in this schedule represent an all-inclusive rate including labor, incidental costs, overhead, and insurance premium payments for applicable insurance coverage. Costs not incorporated into the contractor’s price will not be reimbursed by the Government.

The guaranteed minimum amount for this contract is $1,000.00. The maximum aggregate value of the orders that can be placed under the contract is $16,000,000.00. The Government does not guarantee that it will place any orders under this contract in excess of the guaranteed minimum amount.

The period of performance for this IDIQ contract is March 1, 2024, through February 28, 2029.
