The following are the Questions and Answers received in response to Solicitation
36C26223R0143. Several questions were similar, duplicate questions were only answered once.
1) Question: Is this a new requirement or a follow-on to an existing contract?
Answer: This is a new requirement.
2) Question: Do we need to provide resumes and proof of education/licensing for the 6
FTEs?
Answer: Resumes and proof of education/licensing are not required at proposal submission. Please see Statement of Work (SOW) Section E.2 Addendum to FAR
52.212-1 – Instructions to Offerors- Commercial Items, for proposal submission instructions.
3) Question: Is there a page limitation?
Answer: There is no page limitation.
4) Question: How many references are required to be submitted with the proposal to satisfy the requirement mentioned on Page 55 under Section Proposal Submittal requirements – Factor 1- Experience?
Answer: Please see Page 55, Proposal Submittal Requirements, and include all information under a. Factor 1 – Experience, i.-vii.
5) Question: To be a responsible bidder, do we need to submit B.2 Price/Cost Schedule mentioned on Page 5 and questions mentioned on page 55 under the section Proposal
Submittal Requirements – Factor 1 – Experience with the proposal?
Answer: Per section E.2 of the SOW, “The offeror shall completely fill out the Price
Schedule provided in this solicitation” (Section B.2).
6) Question: Is this a single award IDIQ? If not, how many awards are expected to be made out of this IDIQ contract?
Answer: The resulting contract will be a single-award IDIQ.
7) Question: Proposal addressing both factors (Factor 1-Experience and Factor 2-Price) shall be submitted as separate files/volumes. Is this understanding correct?
Answer: Submitting Factor 1-Experience and Factor 2-Price as separate files/volumes is not required, however, separate files/volumes will be accepted.
8) Question: What is the timeframe for contracted LCSW to provide support services?
Does this include Veterans being discharged home or transferred to another facility?
Answer: The time frame for services is from check-in to discharge, or if arranging placement, until placement is complete.
9) Question: Are we to assume that an encounter is a meeting with a Veteran? 6 contracted LCSW performing a minimum of 50 encounters per month is 300 encounters.
Does prior history support these numbers or is this a new workload?
Answer: Yes, an encounter is a documented meeting with a Veteran. Also, per section
4.1 of the SOW, “The total number of encounters require for each contracted LCSW per month is at a minimum of 50 and is subject to change due to vacancies, increase in demand for services (increased workload), unanticipated illnesses, and vacation coverage”.
10) Question: Will the VA be providing office space and equipment for all 6 LCSW, or just 1 office?
Answer: Per section 6.3 of the SOW, “The VA will provide office space and equipment necessary to complete the tasks of the work required for this contract”. One (1) shared office space will be provided.
11) Question: Please provide a list of possible supplies that may be requested in a proposed task order.
Answer: This contract is for 6 FTE Licensed Clinical Social Workers; no supplies will be requested from the Contractor.
12) Question: Typically, licensed healthcare workers may possess a license from any state to work with the VA. May these social workers have a license from any state?
Answer: Yes, Licenses from other states are acceptable as long as it is an independent license to practice social work.
13) Question: Typically, mental health professionals require CPR/AED certification, not the
Advanced Cardiac Life Support, which is typically reserved for nurses and physicians.
Can the Government amend the requirement to the CPR/AED?
Answer: Basic Life Support is acceptable.
14) Question: We cannot ensure the examination will be within thirty (30) days of application for privileges, but we can ensure that the examination will be within thirty (30) days of proposal submission. Will within thirty (30) days of proposal submission suffice?
Answer: Per Section 5.1.5 of the SOW, Physical examinations shall be current within thirty (30) calendar days prior to application for privileges. Applications for privileges and credentialling will not be required until after contract award.
