The purpose of Amendment 0001 is to:
1. Post the Responses to Questions submitted for this RFP.
2. Change the Option Period 1 Period of Performance to read as, November 01, 2023 - March 06, 2024.
3. Change Lead Supply Technician shift timeframe to read as, 02:30PM to 11:00PM.
4. Add line items for overtime for Material Handlers, Supply Technicians and Lead Supply Technician.
5. Remove "(4) Limitations of Subcontracting Certification (852.219-77) on page 33, fill-in, and sign," from Section ii of "Requirements for Submittal" in section E.2 Instructions to Offerors.

6. Paragraph 5.2.3.1 will read as: Full-Time (8 hours per day, 40 hours per week), Monday through Friday. No weekends or holidays.
7. The following Sub paragraph 14.3 and has been added to the Performance Work Statement.
14. 3 Contractor’s Uniform: Contractor Personnel must wear clothing that identifies the name of employer. For example, a T-shirt or polo shirt that reflects the Contractor’s name or logo is acceptable identifying clothing. (Government-provided PPE may render the company identifying marking on clothing invisible to other hospital staff; however, the identifying clothing must be worn when reporting daily to ensure any substitute personnel are as easily identifiable as augmenting staff as routinely reporting contractor staff.).
8. Subparagraphs 5.1.2.2, 5.2.2.2, and 5.3.2.2 are removed in its entirety from the Performance Work Statement.
9. Subparagraph 5.1.1.6 of the Performance work statement shall read as:
5.1.1.6 The Contractor shall make off-site deliveries in motor vehicle, truck, or van not exceeding 26,000 Gross Vehicle Weight Rating (GVWR), with electrical or hydraulic lift. Off-site deliveries are made to San Luis Obispo once per month and Sepulveda Ambulatory Care Center/Los Angeles Ambulatory Care Center once per week. Must possess a valid, state driver’s license or commercial driver’s license (CDL), as applicable, to operate a motor vehicle or commercial vehicle
10. Paragraph 7 of the Performance Work Statement shall read as:
STAFFING SCHEDULE: The contractor shall provide the required staff during the hours and days prescribed in Section B.2, Schedule of Services and Price. The Contractor staff shall be present and working during the specified timeframes.
When staff does not report due to illness or an emergency, the Contractor must provide a substitute replacement for the employee that did not report to work.
The COR shall approve any changes to this requirement in writing.
RFP 36C26223R0133 Questions & Responses
1. PWS 5.1.3.1 - This states that OT pay maybe required but the line items for the pricing does not accommodate OT pay. Can a line item for each Job classification be added for OT pay?
See page 4.
2. Holiday Pay – To clarify, workers will not be required to work on Federal Holidays, correct? Material Handlers will not work Federal Holidays. The Supply Technicians will work on Federal Holidays and Weekends.
3. Holiday Pay – Will the contractor be able to invoice for holiday hours required by the wage determination or should this be built into our fully burdened price? The Contractor will invoice for Holiday hours separately.
4. Supervision – Will the government provide supervision of the contractor staffing? Refer to paragraph 12 of the PWS.
5. Will the positions identified in this solicitation be required to wear specific uniforms? See page 2 item # 7.
6. Will the positions identified in this solicitation be required to wear PPE? Yes.
7. Can you please identify the PPE requirements? Safety Boots, Gowns, Masks, Gloves, Booties will be provided by the VA.
8. If PPE is required will the Department of Veterans Affairs provide the PPE? Yes
9. In reference to RFP Page 10, Section 5.1.1.6, Will the Government be providing the vehicle necessary to make off-site deliveries? Yes, must have California Class C License.
10. In reference to RFP Sections 5.2.1.1 and 5.3.1.1, Will the Government be providing scanning and bar-coding equipment? Yes.
11. In reference to RFP Sections 5.2.1.2 and 5.3.1, Is the computerized system GFE? Yes.
12. In reference to RFP Section 5.2.1.4, Will the Government be providing cleaning supplies?

13. In reference to RFP Sections 5.1.3.2, 5.2.3.2, and 5.3.3.2, will the Government provide a separate overtime CLIN or otherwise advise how contractors can estimate overtime? Yes, page 4.
14. Will the Government provide the incumbent name and previous contract number? There is no incumbent. This is a new requirement.
15. As per Section B.3, are offerors required to submit resumes for six (6) Material Handlers/Drivers, nine (9) Supply Technicians, and one (1) Lead Supply Technician? No, resumes are not required to be submitted.
16. What is the anticipated award date? 07/01/2023.
17. Is this solicitation a new contract requirement? If not, please provide the incumbent’s name, contract value, and the contract award number. Yes, there is no incumbent.
18. Could the government provide a Limitation of Subcontracting Certification (852.219-77)?
We are unable to locate clauses 852.219-76 and 75. See, page 1.
19. Will the contractor employee be using government vehicles to make deliveries? Yes.
20. Is there an incumbent pricing schedule or contract available? There is no incumbent. This is a new requirement.
21. According to the Wage Determination schedule Material Handlers would be Occupation Code 21050 and Supply Technician would be Occupation Code 01410. Is this an accurate interpretation of Wage Determination attachment? For any questions regarding DOL wage determinations, contact DOL wage and hourly division or their legal counsel.
22. Is a uniform or standardized dress required? See Question 5.
23. Are these positions subject to the 4% wage differential for low hazardous exposure? Please consult DOL.
24. Is this considered to be a new contract or a follow-on contract? This is a new requirement.
25. If this contract is a follow-on contract, can you please provide the name of the incumbent, period of performance, contract number, and dollar amount? There is no incumbent. This is a new requirement.
26. CLINS ask for 1920 and plus hours, including OT “be required up to twice per week due to call-off which is more than the Temporary hours maximum of 240 days during a Two (2) year period For the Government to comply with federal law, the Contractor shall ensure that individual members of the Contractor’s staff do no work more than 240 days within a two-year period performing the same tasks as required by this contract. The CLIN and the PWS Section B.3.3 are contradictory. Can you please clarify? Employees are allowed to work overtime. However, they are not allowed to work past the 240-day time period requirement performing these tasks under a previous or past contract within 2 years.
27. There is no CLIN for OVER TIME (OT) nor Pay Holidays, since these rates are different can you add them separately? Yes, See page 1 and page 4.
28. Section B.2, Schedule of Services and Price, notes that Material Handler/Drivers are only called upon to work Mondays through Fridays. Section 5.1.3.1 of the Performance Work Statement (PWS) contradicts the Schedule and says the work hours are “Full-Time (8 hours per day, 40 hours per week), any five consecutive days as assigned, (must be able to rotate to work on the weekend/holiday).” Which is correct as pertains to the Material Handler/Drivers? See page 2.
29. Section 5.1.2.2 of the PWS says “The Contractor shall encounter hazardous materials in daily work activities.” What are the hazardous materials to be encountered daily, so that bidders can ensure their personnel are safely equipped with the correct Personal Protective Equipment? See page 2.
30. Section 5.1.2.3 of the PWS says “All types of Personal Protective Equipment (PPE) shall be required.” Can the Government please be more specific about what specific types of PPE are required, as there are thousands of possible types? For example, is any PPE required above and beyond a standard hardhat, work gloves, eye protection, hearing protection, and work boots with reinforced toes? See question 7, outside of that no other PPE is required.
31. If this is a follow-on contract, historically how many overtime hours on average have occurred weekly or monthly on the contract? This is not a follow-on contract. This is a new requirement.
32. Section 5.2.1.3 of the PWS says “Delivery by motor vehicle is sometimes required.” Please specify the types of vehicles to be used for these deliveries, because different categories of driver’s licenses might be required to legally operate different classes of vehicles. Utility Vehicle or Truck requiring only Class C License.
33. PWS section 5.1.1.6, states “The Contractor shall make off-site deliveries in motor vehicle, truck, or van not exceeding 29,000 Gross Vehicle Weight Rating (GVWR), with electrical or hydraulic lift. Off-site deliveries are made to San Luis Obispo once per month and Sepulveda Ambulatory Care Center/Los Angeles Ambulatory Care Center once per week.
Must possess a valid, state driver’s license or commercial driver’s license (CDL), as applicable, to operate a motor vehicle or commercial vehicle.” If a vehicle exceeds 26,000 GVWR, then CDL (B) is what is required to legally operate the vehicle. Therefore, will every contractor employee designated as a driver need to have a Commercial Driver’s License B? See page 2, Item #9.
34. Are Contractor employees legally allowed to enter inside of trucks and vehicles owned by third parties, or not? On some VAMC sites, this is prohibited. No, items will be delivered on dock.
35. Will this contract work involve the operation of forklifts and/or boom lifts, specialized material handling equipment that typically involves extra training and licensing? The VA will provide Training and Certificate to specific equipment handling.
36. 5.1.1.6 states that contractor will make off site deliveries in a motor vehicle NTE 29,000lbs.
Could these deliveries also be performed in a smaller vehicle requiring only a class C license? If a commercial driver license is required a Class B Commercial driver with a hazmat certification is difficult to find and place. Could we substitute class A drivers into these positions and if so, will the VA pay the higher rate? see page 2, item# 9.
37. B.3.3 states that contractors do not work more than 240 days within a two-year period.
This contract expires in less than one year. What is the purpose of limiting the number of days worked outside of the scope of the contract? This is for information purposes only as there may be a follow-on procurement to this one whereas this would be relevant.
38. Are there any incumbents in any of these positions? No.
39. Does the day count reset with the new contract? No, per section B.3, Paragraph 3 of the PWS, the Contractor shall ensure that individual members of the Contractor’s staff do no work more than 240 days within a two-year period performing the same tasks as required by this contract.
