1. Solicitation 36C26223R0091 is hereby amended to add paragraph 1.8 to the Statement of Work (SOW)

1.8 Task Order Ordering Procedures. Task orders shall be issued against this IDIQ contract and shall be competed amongst all IDIQ contract holders by issuing competitive requests for proposals (RFP) to the IDIQ contract holders. Evaluation criteria used to determine the task order awardees and the number of Veteran vouchers issued for each task order will be included in the task order RFP. Price shown in the Schedule of Services and Price for the base IDIQ contract (Section B.2 of this contract) is the maximum price that the Contractor may charge for each line item listed in the Schedule for services provided during the dates shown in the Schedule. The Contractor may propose to provide the Schedule services at less than the Schedule price, but the Contractor shall not propose prices that exceed the Schedule price applicable to the dates that apply to the task order period of performance.

2. Solicitation 36C26223R0091 is hereby amended to delete paragraph 7.3 and replace it with the following:

7.3. Contractor shall maintain a caseload ratio per lead case manager of 25 Veterans:1 Lead Case Manager, but may exceed this by no more than a 30:1 ratio. Reference HUD-VASH Stages of Case Management and minimum visit requirements SOP, which is made part of this contract and is incorporated by reference herein. Peer support specialists, nursing Staff, substance abuse counselors, count towards the weighted caseload.

3. Solicitation 36C26223R0091 is hereby amended to update the table in section B.2 to correct the date errors. Each contract year ends on 08-31-202X.

4. The following are answers to questions received.

Q1. Ref B.3. Statement of Work. Specific Contract Requirements para 3.12, “The Contractor shall participate in all VA mandatory trainings for staff mentioned in section 1.23.1.4 and 3.20.5 of this SOW.” These sections of the SOW do not exist. Please provide correct references and/or a list of the staff and the mandatory VA trainings.

A1. The SOW is amended to delete this sentence, “The Contractor shall participate in all VA mandatory trainings for staff mentioned in section 1.23.1.4 and 3.20.5 of this SOW” and replace with “The Contractor shall participate in all VA mandatory trainings for staff mentioned in section 3.25 of this SOW.”

Q2. Ref B.3. Statement of Work. Specific Contract Requirements para 3.12, Please confirm that all VA mandatory training can be performed during normal work hours. If this is not the case, please provide a list of all mandatory trainings, as well as the time commitments for staff and costs associated with each training.

A2. Most training requirements can be completed during normal work hours except for the initial requirements in order to obtain a PIV card and email address such as the Information Security and Privacy Awareness Training Courses. These are on-line courses that take approximately one hour. On-boarding requirements will be discussed in detail with awardees during post-award conferences.

Q3. Ref B.3. Statement of Work. HIPAA Privacy Rule 9.4, Please confirm that alcohol/drug screening is not a requirement for employment and is only required if there is a reasonable suspicion that an employee is using or impaired by alcohol/drugs.

A3. Alcohol / Drug screening is not a pre-performance requirement.

Q4. Ref D.2 Price Worksheet, Please confirm that the “Estimated Monthly (per month)” quantity of 500 is for face-to-face/one-on-one case management encounters per month and does NOT represent the number of veterans/vouchers.

A4. Section D.2 provides an estimated number of Veterans/Vouchers per month. The actual amount awarded to each awardee through the issuance of task orders will depend on how many awards are made in response to this solicitation, the offeror’s task order offered price, and other factors that will be disclosed in the task order competitive procedures. During task order competitive procedures, the Offeror will be allowed to bid on a number less than what is in the Task Order request for proposal. Offerors shall not make any changes to section D.2 Price Worksheet in response to this solicitation.

Q5. Ref Section 1.4 and Section 4.9.8, Section 1.4 states that this contract will utilize up to 1000 PBVs, and explains that the tenants do not keep their vouchers if they move out - UNLESS there is a Section 8/HCV available for the tenant and they qualify. However, in Section 4.9.8, the responsibilities of the contractor regarding housing mention overseeing the portability process for the tenants. Section 1.4 reads as if the tenants will not easily get a HCV, yet 4.9.8 makes it seem like many/everyone will. Please clarify.

A5. Portability would be different than conversion to HCV. If the Veteran wants to move out of PBV and remains HUD VASH eligible, the contractor is expected to help the Veteran with applying for a Tenant Based Voucher so they can move out of the PBV into a Tenant based apartment.

Q6. Are these Case Management Services delivered within the Supported Housing Project Model?

A6. Yes, the case management is provided on site to the HUD VASH Veterans who reside on the property.

Q7. Are these Case Management Services delivered within the PBV Case Management Model with the Blended Management Model?

A7. Case management is based on and delivered using the HUD VASH Directive using Stages of Case management (Intensive, Stabilization, Maintenance, Prep for Discharge and Graduation/Aftercare).

Q8. Are the Case Management Services delivered in a Scattered Site Supported Housing Case Management Model?

A8. Case management is based on and delivered using the HUD VASH Directive using Stages of Case management (Intensive, Stabilization, Maintenance, Prep for Discharge and Graduation/Aftercare). Case management is expected to be provided on site, face to face w/ the HUD VASH Veterans who live on site. Contractors may have multiple sites based on the size of the project, for example, if one site only has 10 HUD VASH Units, that contractor may cover 2-3 or more sites and can rotate sites throughout the work week, ensuring that each Veteran is seen based on their Stage of Case management.

Q9. Are there common areas on site at all of the Supported Housing Projects that can accommodate Contract HUD-VASH employees 20 or 35 hours per week?

A9. All of the sites have an office that contract staff can work from. Please note that lead case managers are required to be full time, however, they may be responsible for Veterans at more than one site.

Q10. As of June 12, 2023-how many days does it take VA HUD-VASH Case Manager to identify and lease a chronically homeless Veteran in Project Based Housing through the GLA VA HUD-VASH program?

A10. It depends on the Property Management companies’ ability to process referrals in a timely manner. Typically, it can take from 45-120 days to move a Veteran from Referral to Lease Up.

Q11. Will VetPro be expedited to ensure the contractor can meet the 60-day staffing requirement? Will contracted staff be required to only use VA emails? In what system/database will staff be documenting?

A11. Yes, VA will prioritize and expedite the VetPro process for contractors to assist in meeting the 60-day staffing requirement assuming that all documents are provided to the VA in a complete and timely manner by the contractor. Contract staff will be required to only use VA Email when conducting business on this contract. Contractors will use HOMES and CPRS for documentation, Outlook for email, and TEAMS for internal communication.

Q12. The Solicitation states that there are approximately 1000 Veterans to be served. In Section D.2 (Price Worksheet), the “Estimated Monthly (Per Month)” column fixes the number of Veterans served at 500 per month per year. Does the 500 individuals served annually represent an estimated minimum served? Is the 500 negotiable? Can we confirm that the 1,000 Veterans served are unduplicated over the course of five years? Are we meant to propose a number of Veterans to serve?

A12. The actual amount of Veterans/Vouchers awarded to each awardee(s) through the issuance of task orders will depend on how many awards are made in response to this solicitation, the offeror’s task order price, and other factors that will be disclosed in the task order competitive procedures. There should be no duplications over the course of five years as these are based on the number of units at the sites. Please see amendment adding para 1.8 to the SOW regarding task order ordering procedures. Also, Offerors shall not make any changes to section D.2 Price Worksheet. Offerors shall not propose an alternate number of Veteran/Vouchers in response to this solicitation.

Q13. On Attachment D.3 Reference Contract Worksheet, can we expand the size of the response areas, or must our responses fit within the form as given in the solicitation (one page for each)?

A13. These areas may be expanded to provide your responses.

Q14. What are the required staff (title and quantity) for the program?

A14. Please reference paragraph 7 for required staff positions. Exact number will be dependent on the number of Veterans/Vouchers awarded at the task order level.

Q15. In D.4 Listing of Current Community PBV Sites, the zip code for Rousseau Residences is listed as 90014, but this address only exists with the zip code of 90004. Can you please confirm the zip code?

A15. The correct zip code is 90004.

Q16. Is this contract for VASH services for PBV veterans only? What happens if the veteran goes from PVB to TBV? Does the services under this contract end?

A16. If the Veteran moves from PBV to TBV, the Veteran will be absorbed by a VA SPA team or by a HUD VASH Contractor providing TBV services in that area. This procurement is specifically to provide community, on-site PBV VASH services to Veterans living in these facilities.

Q17. Will this be a single award or multiple?

A17. Per section E.2, Instructions to Offerors, the Government intends to make one or more (multiple) awards.

Q18. Per the SOW, the Contractor shall have space available at the project-based site for the staff to conduct group meetings with the Veterans under contract care. This space must provide Veterans with privacy. Contractor shall submit a monthly tracking sheet (commonly referred to as White Board) with requested fields as approved by the VA COR or designee. For each facility, will space be available for the contractor staff to meet with the veteran groups?

A18. Yes, each site has community rooms and/or other spaces where groups can be conducted.

Q19. Is this a new requirement? If not, who is the current contractor and/pr contract number?

A19. This is a new requirement, there is no incumbent providing community PBV VASH Services.

Q20. The SOW states that the Contractor shall have procedures in place to ensure clients have 24/7 access to clinical staff who can provide case management services which shall include crisis management and referral. A staff member shall be identified for on-call (via telephone) services after hours and on weekends as needed.

From my understanding, the VA does not provide this. There is a national/local number for veterans to call after hours, as well as 911 for emergencies. If this is incorrect, and the VA DOES offer after hours/weekend support, can you please confirm. If not, why does the contractor need to provide this if the VA does not.

A20. Contractor shall establish an afterhours protocol and share it with the Veterans living in the building that explains how Veterans can access services when in a crisis 24/7. This can include calling 9-1-1 and/or the Veterans Crisis Line.

Q21. Program manager: This is a mandatory position and a part-time position. The program manager shall be a Licensed Clinical Social Worker (LCSW), Licensed Clinical Psychologist, Licensed Marriage Family Therapist (LMFT) or Licensed Mental Health Counselor. The Program Manager shall be assigned to the HUD- VASH contract for the staff assigned to work with Veterans and for all Supervisors for purposes of this contract. The program manager’s schedule shall permit 24-hour access to Contractor’s management personnel for the purposes of clinical oversight, documentation and crisis management. The licensed independent clinical practitioner must be available for huddles and case conferences as requested by the local VA medical center HUD-VASH program. The program manager shall participate in weekly administrative meetings with the VA COR to discuss contract performance and trends. The program manager shall participate in weekly administrative meetings with the VA COR to discuss contract performance and trends. The program manager shall act as the point of contact for VA correspondence and is responsible for disseminating information to Contractor staff. The program manager shall have an active, current, unrestricted license and a minimum of a master’s degree or doctorate from an accredited institution in Social Work, Counseling, Marriage and Family Therapy, or Psychology.

The requirements of the Program Manager exceeds a part time position. Why is this a requirement to be part time? Especially if the maximum veterans serviced under this contract is 1000, 24/hour oversight of staff, availability to attend huddles, weekly meetings with the COR, and management of staff vastly exceed part time hours, which is considered between 35– 40/week. A Program Manager is a management position. Please clarify.

A21. The VA expects at least a .5 part-time program manager but the awarded contractors can hire a full-time program manager if deemed necessary.
