2. EVALUATION FACTORS AND CRITERIA
Proposal submittal requirement for STEP 1 – Acceptability of Proposals.
a. Proposal Acceptability Criteria – Experience Providing Nurse Staffing Services. To be considered “Acceptable,” the proposal must demonstrate experience providing nurse staffing services for each of the nurse specialties required for this procurement (nurse practitioner, registered nurse-general, registered nurse-specialty, licensed vocational nurse, and certified nurse assistant).
Offerors must include with their proposal (by completing Attachment D.4) the following information for each of the nurse staffing specialties:
i. Identify the name of the agency/activity where the staffing services for that nurse specialty were provided.
ii. Provide the contract number for the staffing services for that nurse specialty.
iii. Specify the dates the staffing services for that nurse specialty were provided to that agency/activity.
iv. Provide contact information (name, email, and phone number) for the point of contact at the agency/activity who can verify that the staffing services for that nurse specialty were provided
Offerors may satisfy this acceptability criteria by identifying one or more contracts under which the specific type of nurse staffing services were provided. For example, multiple nurse staffing specialties may be accounted for under a single staffing services contract, but the proposal must clearly account for and demonstrate that the Offeror (or the Offeror’s proposed subcontractor; or the
Offeror in combination with a proposed subcontractor) has provided each nurse staffing specialty under a nurse staffing services contract.
Offerors shall complete and submit with their proposal attachment D.4, Reference Contract
Worksheet – Nurse Staffing Services Experience. OFFERORS WHO FAIL TO COMPLY
WITH THIS PROPOSAL SUBMITTAL REQUIREMENT, OR WHO FAIL TO FOLLOW
THE INSTRUCTIONS IN THE WORKSHEET, WILL HAVE THEIR PROPOSALS
REJECTED AND WILL NOT BE CONSIDERED FURTHER FOR CONTRACT AWARD.
Proposal Submittal Requirements for STEP 2 – Tradeoff Analysis of Acceptable Proposals.
b. FACTOR 1 – Experience – This factor will be used to assess the Offeror’s offered experience providing nurse staffing services. The Government will assess the Offeror’s experience, as well as the experience of the Offeror’s proposed subcontractor(s), if any are proposed. Offerors shall describe their specific experience providing nurse staffing services by identifying reference contracts that demonstrate the offered experience. For each reference contract the Offeror submits as evidence of its experience providing nurse staffing services, the Offeror shall provide the following information using the Attachment D.1 Reference Contract Worksheet. No other format shall be used.
i. the legal name of the entity with whom the Offeror (or Offeror’s proposed subcontractor) held the contract;
ii. the contract number;
iii. in what geographic location the Offeror (or Offeror’s proposed subcontractor) performed the contract;
iv. the dates during which the Offeror (or Offeror’s proposed subcontractor) performed the contract;
v. the average monthly number of nurse staff the Offeror (or Offeror’s proposed subcontractor) provided for each nurse specialty under that contract; break out and specify numbers separately for each type of nurse staff specialty (e.g. Certified Nurse Assistants (CNAs), Licensed Vocational Nurses (LVNs), Registered Nurses (RNs), specialty RNs, and
Nurse Practitioners (NPs).
vi. whether the provided reference contract is for services provided by the Offeror or provided by a proposed subcontractor of the Offeror’s;
vii. whether the Offeror (or Offeror’s proposed subcontractor) was the prime contractor or a subcontractor for that provided reference contract;
viii. the name, phone number, and email address of a person at the entity with whom the Offeror
(or Offeror’s proposed subcontractor) held the contract who can verify the information the
Offeror provides in the narrative description for this factor.
NOTE: The proposal submittal requirement in Attachment D.1 Reference Contract Worksheet Nurse
Staffing Services for STEP 2 – Tradeoff Analysis of Acceptable Proposals, is different from the information and format required in Attachment D.4 Reference Contract Worksheet – Nurse Staffing Services Experience for STEP 1 – Acceptability of Proposals. Offerors may identify one or more reference contracts for consideration for STEP 2 – Tradeoff Analysis of Acceptable Proposals but must complete a separate
Attachment D.1 Reference Contract Worksheet Nurse Staffing Services for each reference contract the
Offeror wishes to have considered for STEP 2 – Tradeoff Analysis of Acceptable Proposals . No other format shall be used.
Note: The information that is requested above is required for the Government to evaluate proposals for the
Experience evaluation factor under STEP 2 – Tradeoff Analysis of Acceptable Proposals. General statements claiming experience providing contracted nurse staffing services that do not include specific references to prior contract work, or that do not include the information required above, are not acceptable. FAILURE
TO SUBMIT THE INFORMATION REQUIRED ABOVE TO SUPPORT THE OFFEROR’S
CLAIMED EXPERIENCE MAY BE VIEWED BY THE GOVERNEMNT AS EVIDENCE THAT
THE OFFEROR (OR OFFEROR’S PROPOSED SUBCONTRACTOR) LACKS EXPERIENCE
PROVIDING NURSE STAFFING SERVICES WHEN EVALUATING PROPOSALS FOR THE
EXPERIENCE EVALUATION FACTOR.
c. FACTOR 2 – Price – This factor will be used to assess the reasonableness of the Offeror’s proposed prices. For this factor, Offerors shall submit their price proposal using the Schedule of Services and
Price from Section B.2 and the Price Worksheet from Section D.2. No other format for price proposals shall be accepted.
