2. The question and answer period is now closed.

Alfreda Hunter Amendment to Statement of Work
The following statement under 9.4 has been deleted in its entirety:
Contractor shall provide an analysis of the drug list detailing the classification of all drugs considered RCRA waste, designating P and U list - discarded unused chemicals (261.33) (e) and (f) Waste Streams.
Contractor shall notify the COR of any changes in the regulatory requirements for drug waste.
Q&As: Answers to Questions Received:
Q1: Can you please provide a container location count for installation for each size and type of container to be utilized for this contract?
A1: This information can be obtained at the site visit scheduled for February 7, 2023 at 9:00 AM at VA Greater Los Angeles Healthcare System. Reference question #8 below.
Q2: Are wall brackets or cabinets being requested?
A2: Yes. Per SOW Section B.2 Schedule of Services and Price it states “Prices in this schedule represent an all-inclusive rate including labor, incidental costs, overhead, and insurance premium payments for applicable insurance coverage. Costs not incorporated into the contractor’s price will not be reimbursed by the Government.”
Q3: Will any countertop dishes be needed?
A3: Yes
Q4: How many floor stand dollies will be required?
A4: Approximately 700.
Q5: How many disposable RCRA containers annually are to be used and what sizes?
A5: There is no way of knowing what exact amount of RCRA containers annually are to be used and what sizes. This is dependent upon the generation of the waste. Pre-bid site visit should address this question in further details.
Q6: The present solicitation is written for one specific type of containers. The only container with the requested functionality is made by Daniels SharpSmart. We do not feel this allows for full and open competition and allows only those SDVOSBs with a relationship with Daniel’s the ability to bid on this proposal. May other sharps containers approved by the state of California be proposed for this service?
A6: Yes.
· Per SOW Section B.3 - “The contractor may propose substitution of one-time use (disposable) containers in lieu of re-usable containers if contractor is unable to supply re-usable containers for all waste streams other than RCRA waste.”
· Per SOW Section B.7.1 - “Non-RCRA pharmaceutical waste and Sharps waste, The Contractor shall supply a container (reusable or single-use) that is approved for use by the State. A one-time use (disposable) container may be substituted at the option of the contractor.
· Per SOW Section B 9.3 - “Contractor shall furnish approved waste containers and transport dollies in accordance with the California Department of Health. Reusable containers are preferred.
Q7: Will the VA be providing a storage area for the used and clean sharps containers?
A7: Yes. The Contactor will be provided space for a 20-foot Conex Box for storage. Storage racks must be provided by the Contractor
Q8: Would it be possible to arrange a site visit? This is imperative when bidding this type of contract to see process flow and container locations as well as staging and storage areas.
A8: A pre-bid site visit is scheduled for Tuesday, February 7, 2023 at 9:00 AM at VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073. All interested offerors shall meet at building 218, 3rd floor, conference room 320. Please be on time as the pre-bid walk through will start promptly at 9:00 am. If Contractor is late, they will not be able to attend the pre-bid walk through so please plan accordingly. Contractors will be meeting with Eugene Humphries (Chief) and Alfreda Hunter (contracting officer).
DIRECTIONS: Get off on Wilshire Blvd West, go back under the 405 freeway, exit Wilshire. At the stop sign (Bonsall) make a right. At the next stop sign make a left (landmark is a big white church). Once you have made a left you on Eisenhower. Park in parking lot 7 and building 218 is across the street.
Q9: Page 30, generators are responsible to stay up to date on regulations. It is not the job of the vendor to supply RCRA waste drug lists. Vendor is also not responsible for classification of the facility’s formulary.
A9: Deleted. The following statement under 9.4 has been deleted in its entirety:
Q10: B.12 Pricing – Does the VA intend to keep the reusable containers in perpetuity at the end of this service contract?
A10: Yes
Q11: Does the VA own the current containers that are in rotation at the locations for service in this bid?
A11: Yes
Q12: Is the awardee expected to use the containers the VA presently owns? If so, this could create an issue due to the different decanters and washing processes utilized by different vendors.
A12: No
Q13: What is the current schedule of service for all sites included in this bid?
A13: Awardee must establish a schedule for servicing all sites/location and schedule and shall be approved by the COR.
Q14: Will a parking pass be provided by the VA for the vendor vehicle?
A14: Yes, one parking Placard will be issued. Vendor with more than one employee working at any site shall use employee parking lots.
Q15: Who is the current incumbent?
A15: EDM Enterprises, LLC.
Q16: What is the estimated annual budget for this requirement?
A16: Reference page 5 – B.2 Schedule of Services and Price – paragraph 2 states “The guaranteed minimum amount for this contract is $500.00. The maximum aggregate value of the order that can be placed under this contract is $4,500,000.00. The Government does not guarantee that it will place any orders under contract in excess of the guaranteed minimum amount.”
Q17: What is the current spend per waste stream per pound?
A17: This information cannot be provided.
Q18: How is the RCRA portion of the contract presently billed?
A18: Under one itemized invoice for each waste stream.
Q19: Please provide your RCRA waste profiles so we can see what is being shipped off site.
A19: This information is not currently available.
Q20: Can you please provide the annual report for 2021 for the RCRA?
A20: This information is not available.
Q21: Will this be evaluated on a tiered basis or is it only open to SDVOSBs?
A21: This procurement is 100% set-aside for SDVOSB.
Q22: If an SDVOSB is not within the budgetary requirement will this be resolicited as an open competition?
A22: Per evaluation process on page 69 it states “Offers will be evaluated in the following manner. The lowest-priced offer will be identified. The lowest-priced offer will be evaluated to determine if the offered price exceeds the amount of funding available for the procurement. If the offered price does not exceed the amount of funding available for the procurement, the offered price will be evaluated to determine if it is reasonable. If the offered price is found to be reasonable, the offeror who submitted this offer will be identified as the “successful offeror.” The contracting officer will then determine if the successful offeror is responsible using the general standards of responsibility and the special standard of responsibility applicable to this procurement. If contract award cannot be made to the successful offeror, the contracting officer will evaluate the next lowest-priced offer following the procedures described above. This process will continue until a contract award can be made, or the contracting officer determines that no contract award can be made. The contracting officer may find all offers not acceptable and cancel the solicitation if the lowest-priced offer exceeds the amount of funding available for the procurement.”
