About this file

This document contains an amendment to a request for proposal and answers to questions from potential offerors. The amendment modifies the statement of work and clarifies personnel and staffing requirements for valet parking services at the VA Greater Los Angeles Ambulatory Care Clinic in downtown Los Angeles. The solicitation is set aside 100% for SDVOSBs and seeks a contractor to provide five valet staff including one on-site supervisor to operate Monday through Friday excluding holidays from 0700 to 1530 or later shifts. The amendment removes certain response time and staffing level requirements, clarifies that a valet booth is needed, and addresses contractor responsibility for claims. It provides a site map and answers thirteen questions on topics like parking locations, required documentation, staff parking, and security cameras. The proposal due date remains January 25, 2023 for this opportunity with the Department of Veterans Affairs.

4. Para 4.2 is amended to read:

Valet parking attendants shall ask valet patrons what the purpose of their visit to the clinic is and the estimated time of departure.

5. Para 10.5.4 is amended to read:

The Contractor shall investigate all claims of vehicle damages brought to the attention of the Contractor. Claims validated by the Contractor shall be processed for settlement by the Contractor.

6. Attachment D.2 LA ACC Site Images has been added to the solicitation.

Q&As: Answers to Questions Received Q1. Can you provide a map showing where valet will greet patients and where the vehicles will be parked?

A1. As there are currently no services being provided, locations for greeting patron, valet booth, etc. will be decided during the post-award conference with the awarded contractor’s input. Please reference paragraph 2.1 of the statement of work. A map with site images is provided as attachment D.2.

Q2. Page 9 of the solicitation, Section 5.1 mentions a valet booth. Is a valet booth required? If so, can you provide details on the type of booth?

A2. Yes, a Valet Booth is required. As the booth will need to be stored overnight, a “podium style” valet attendant booth is an example of an acceptable booth.

Q3. The solicitation dictates staffing levels and has a 7 minute service requirement. These are interdependent. If we staff per the requirement and are not able to provide service in 7 minutes, what action does the VA expect.

A3. This was meant to be a guide/goal. However, the solicitation has been amended to remove this language by deleting paragraph 2.3 in its entirety.

Q4. Is it expected that the contractor will operate two valet stations...one "normal operations" location and one "near the elevators"? Where are the elevators located?

A4. No, it is not expected that the contractor will operate two valet stations. The awarded contractor will provide input to the COR and site manager to designate the location of all key areas of the valet parking operation, including a location for handicapped patrons to exit their vehicles.

Q5. Per the staffing requirement, two people are working 0700-1630 and one person is working 1630-1730. A separate requirement says "the valet parking booth shall be always manned." Combined this means only one attendant available for parking vehicles during most of the day and no one for parking vehicles after 1630. It is impossible to meet both requirements. Which one will be relaxed or removed?

A5. See amendment to paragraph 3 which clarifies the number of staff required. As the clinic closes at 16:30, the valet attendant working until 1730 will not be required to be in the valet booth at all times but will close down the operation to include retrieving any remaining vehicles. There will be a total of four (4) valet attendants, including the booth attendant, per workday. Two (2) will work from 0700-1530, one (1) additional valet attendant will come in from 0800-1630, and a fourth will come in from 0900-1730. In addition, one (1) on-site supervisor will come in from 0800-1630.

Q6. Will the VA provide an on-site location for storing the podium, signs, cones, etc. when the valet operation is closed?

A6. Yes.

Q7. Family members and visitors won't have VA appointment letters or VA ID. Can requirement 4.2 be removed?

A7. Para 4.2 has been amended to read, “Valet parking attendants shall ask valet patrons what the purpose of their visit to the clinic is and the estimated time of departure.”

Q8. How many parking spaces are in the subterranean, onsite garage? How many are designated for patient, visitor, and/or employee parking only?

A8. There are a total of 244 parking spaces in the subterranean, on-site garage. 78 parking spaces are designated for VA staff and 166 parking spaces are available for use by patients, visitors, and VA staff. Valet parking spaces will come from these 166 spaces.

Q9. Is there a VA Police presence at the clinic during all hours of operation?

A9. Yes.

Q10. Will the VA provide parking for contractor staff? 12.3 says the COR shall designate an area, but also says the contractor may be required to pay for offsite parking.

A10. Contractor staff may park at the VA’s off-site lot located at 101 Judge John Aiso Street, Los Angeles, CA 90012 free of charge. The Government will not reimburse or pay for parking at any other location.

Q11. Item 6.1.4 mentions unanticipated construction (events), are there any anticipated events?

A11. There are no construction events scheduled or planned that will impact the valet parking operation.

Q12. Item 10.5.4 states "contractor liable of general public damage", can you clarify?

A12. Paragraph 10.5.4 has been amended to read “The Contractor shall investigate all claims of vehicle damages brought to the attention of the Contractor. Validated claims shall be processed for settlement by the Contractor.”

Q13. Are there security cameras located in the intake and parking areas?

A13. Yes.
