About this file
This single source justification document outlines the need for temporary boiler operators at the Department of Veterans Affairs facilities in Greater Los Angeles for a 30-day period. Sanford Federal, Inc., the incumbent contractor, will provide the boiler operator services under a sole source award due to their unique expertise and experience with the complex boiler systems at the VA medical centers. As the current service provider, Sanford Federal possesses extensive knowledge of the facilities' mechanical operations and established relationships with VA staff, allowing them to seamlessly prevent any disruption in essential services. Their status as a certified Service Disabled Veteran Owned Small Business also aligns with the VA's mission. The justification cites the critical importance of maintaining continuous boiler functions to avoid potential shutdowns of multiple healthcare locations that could endanger veterans. The sole source award to Sanford Federal for an amount not to exceed $53,702.40 is therefore approved as an emergency procurement under FAR 13.106-1(b) to guarantee uninterrupted services.

2237# 691-23-4-5091-0259
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Greater Los Angeles VA Healthcare System requires boiler operators for a period of thirty (30) days, to prevent a lapse of service coverage resulting in the potential shutdown of the West Los Angeles VA Medical Center and Sepulveda VA Ambulatory Care Center.
The estimated amount of this requirement is Not To Exceed (NTE): $53,702.40.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), this justification outlines the compelling reasons necessitating a single source award for the procurement of temporary boiler operators for a 30-day period at the Greater Los Angeles VA Healthcare System, comprising the West Los Angeles Medical Center and VA Sepulveda Medical Center. This contract serves as a follow-on to the existing contract number 36C26223P0521, and it is imperative to award this contract to Sanford Federal, Inc. Their unique attributes and the absence of viable alternatives make them the sole practical option to meet the demanding requirements of this contract.
Sanford Federal, Inc. is uniquely positioned to address the critical need for temporary boiler operators in a time-sensitive manner. As the incumbent contractor, they possess an intimate knowledge of the intricacies associated with the complex boiler systems at the Greater Los Angeles VA Healthcare System. This proficiency substantially diminishes the lead time required for transition, thereby preventing any interruption in the delivery of essential services and averting potential hazards posed by the cessation of boiler operations.
Moreover, Sanford Federal, Inc. holds the status of a certified Service Disabled Veteran Owned Small Business, aligning seamlessly with the Department of Veterans Affairs' mission to support and promote veteran-owned enterprises. Their commitment to this mission underscores their dedication to the well-being of veterans and resonates with the ethos of the agency, making them an ideal partner for fulfilling the agency's objectives.
In addition, Sanford Federal, Inc.'s past performance on the previous contract underscores their ability to consistently provide exceptional boiler operation services. Their proven expertise in managing complex mechanical systems and their established rapport with the Greater Los Angeles VA Healthcare System reinforce their ability to deliver critical services seamlessly.
The ramifications of any lapse in service are stark and far-reaching. A discontinuation of boiler operations would trigger the shutdown of multiple facilities within the Greater Los Angeles VA Healthcare System, severely impacting patient care, compromising safety protocols, and endangering the health and well-being of veterans seeking medical attention. Given the urgency of this situation, Sanford Federal, Inc.'s demonstrated past performance, their established expertise in managing intricate systems, and their history of working within the medical facilities uniquely qualify them to provide uninterrupted service in the most time-critical context.
In conclusion, the immediate need to prevent the shutdown of vital facilities within the Greater Los Angeles VA Healthcare System warrants an emergency single source award to Sanford Federal, Inc. Their unparalleled familiarity with the systems, commitment to veterans, and proven capability to deliver under pressure converge to make them the singular and indispensable solution. Their engagement is paramount to maintaining the seamless operation of these healthcare facilities during this critical juncture.
4. Description of market research conducted and results or statement why it was not conducted:

Market research of previous procurements were reviewed via the Government-Wide database – FPDS.gov. Four contracts were found to be awarded by Network Contracting Office – 22 for “Temporary Boiler Operators”.
Based on the circumstances of a potential shutdown of multiple facilities, this requirement has been classified as an emergency procurement. The Contracting Officer provided verbal authorization to proceed on 08/24/2023 to prevent a lapse of service coverage.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
