About this file

This document provides answers to questions regarding a solicitation for boiler plant safety device testing, calibrations, and inspections services for the Department of Veterans Affairs. The solicitation seeks periodic inspection of watertubes and refractory in boilers, with watertube inspections required every six years unless more frequent welding repairs necessitate shorter intervals. Inspections of the DA tank are required every five years according to the boiler plant directive, though the current facility has inspected it every two years due to the age of the boiler system. Quotes for the work are due by August 31, 2023.

36C26223Q1604 (BOILER PLANT SAFETY DEVICE TESTING, CALIBRATIONS &

INSPECTONS)/ RFI QUESTIONS

Page 12 (first mentioned in line A of page 5) of the Combined Synopsis/Solicitation Notice, Line V.12 states:

‘Internal inspections (6-year intervals unless otherwise recommended because of welding repairs.’

Q1. What stage in this 6-year process will we fall in the cycle of this FAR agreement, and is there an exception present for an inspection regimen which is different due to unstated repairs which would present cause for inspection intervals of less than 6-year intervals?

Answer: For the current boilers, only refractory inspections have been conducted and performed. The watertubes have passed during each inspection. If the watertubes needed to have welding repairs made, then this is where the Internal Inspection for welding repairs would come into play.

Q2. If so, how often is the DA tank internal inspection required?

Answer: According to the Boiler Plant Directive (VA Directive 1810), the inspection is required every 5 years. However, we have had the DA Tank inspected at our facility every 2 years due the age of the entire boiler system.
