Is this RFQ simply a quote? Response: The RFP represents your complete proposal to the solicitation which should include, staff, pricing and other requirements specified in the solicitation. VISN Contracting can provide guidance on this process.

Will there be a proposal segment for the second round of qualified bidders? Response:

There will be no second round of qualified bidders.

Do you need any evidence of our legitimacy such as our PPO License? Response: Yes, which is outlined in the Scope of Work or Performance Work Statement. You must provide proof that your company and all personnell performing on this contract are licensed by the California Bureau of Security & Investigative Services (unarmed Security Guard I or II)

In preparations to meet the requirements we assistance opening up eQIP accounts so that we can have at least 6 of the officers complete the VA background checks prior to award as requested. Who would we contact to have the eQuip accounts initiated so that we can complete the backgrounds. Thank you. The VA agency that is processing your request for background investigation must FIRST initiate an eQIP account for you. After your eQIP account has been initiated, you will receive an email notification from the Office of Personnel Management (OPM) containing your eQIP Registration Code (14 characters). You can then access the eQIP website and register. The link to eQIP is: https://www.dcsa.mil/is/eqip/.

Response:The eQIP system is part of the VA background investigation process and is only availabe after contract award as part of the Onboarding process. As the contractor you should vett all candidates prior to submitting them to the VA as employees on this contract. Those requirements are outlined in the solicitation. After meeting the VA suitability requirements and standards for Onboarding, all candidates will be issued a VA Badge upon completion of backgrounds.

I really appreciate the opportunity to submit a bid for this contract and I also wanted to see if I could jump on a quick call with you in the next couple of days and go over a few things regarding the contract: 1. I wanted to verify the Hospital / Locations that are included in this contract: 1. Victorville Veterans Medical Clinic 2. Palm Desert Veterans Medical Clinic 3.

Murrieta Veterans Medical Clinic 4. Rancho Cucamonga Veterans Medical Clinic 5. Corona Veterans Medical Clinic 6. Blythe Veterans Medical Clinic 2. The Scope of Work / Operational Objectives are clearly listed in the contract (shown below), I just would like to know if you have any additional information that you can provide to me regarding each Site / Medical Clinic so that we have a better understanding of the Size / Area of Responsibility for the Security & On-Site Risk Management Operator: Response: All required documents for this solicitation will be included in the RFP which also provides address and location for all sites of care and other requirements for this contract.

Hope this email finds you well. We were looking to participate in this RFQ. Needed assistance with opening equip so our candidates could complete VA background checks to be in compliance . As we understand it the equip files have to be created by the requesters. Any clarification would be appreciated. Thank you. Response: An eQIP will be created when all background documents such as OF 306, Self-Cert etc. are completed and submitted to the COR/CO for review and processing by VA Security. This phase is not done until an award is made and the contractor employee candidates submits all required forms and official documents such as Driver's license, certifications etc. to the VA for review and processing.

Is it mandatory for the contractor to be a "service-disabled veteran-owned small business" in order to submit this RFQ? Response: Yes. This is a SDVOSB set-aside procurement.

1. California employees are entitled to twenty four hours of sick leave after 90 days of continuous employment. Given that consideration, how does the VA expect for the contractor to manage unexpected absences with only 1 FTE allocation per location? The contractor is expected to manage their statffs breaks. 2. Statement of work suggests Security Guards are expected to have a VA background check completed at the time of award, could you clarify as to what the VA utilizes for vetting? See question 4. 3. Lastly, is there currently staffing of security guards in place? If so, who is the current incumbent? This is a new requirement for the security services of this size.

Regarding the requirement for an unarmed security guard, can you please confirm if the security is needed on guard 7 days a week, or Monday to Friday only from 08:00 am - 5:00 pm? Response: In the solicitation, there is the Performance Work Statement which describes the service being requested and hours of operation where it states Mon- Friday from 8:00-5:00, except for weekends and holidays.
