VA Response for RFI questions
1. Section 2.3, Scope: Switchgear Testing, Maintenance, Inspections, Testing and Repairs (if required) Is the only testing required infrared scanning and visual inspections or is complete cleaning and functional testing Per NETA Standards required? This would include additional offline tests such as contact resistance, insulation resistance, etc.
VA response: MV substation, full function testing/servicing as recommended by the manufacturer should meet or exceed the NETA standards. you noted that you included the sole source justification of using Eaton in the Force package.
1. Section 2.3, Scope: Medium Voltage Distribution Switch Cabinets 7200 Volt and Above Inspection, Testing, Maintenance, and Repairs (if required) Switch Cabinets #1, #2, & #3 Is the only testing required infrared scanning and visual inspections or is complete cleaning and functional testing Per NETA Standards required? This would include additional offline tests such as contact resistance, insulation resistance, etc.
VA Response: MV dist. Cabinets #1,2,3. I would suggest that testing/inspections be performed to NETA standards for this equipment. We do not have history of testing/inspections of this equipment and currently do not have manufacturers recommendations For such. Testing to NETA standards will provide a solid baseline for testing/inspections moving forward
1. Section 2.3, Scope: Circuit Breaker Testing, Inspections, Maintenance, and Repairs (if required) Is the only testing required infrared scanning and visual inspections or is complete cleaning and functional testing Per NETA Standards required? This would include additional offline tests such as contact resistance, insulation resistance, etc. Is primary injection of circuit breakers required?
VA Response: breakers 600a and above. Thermal imaging and visual inspection only. This is due to the inability to change out a failed breaker during testing.
1. Section 2.3, Scope: Molded Case Circuit Breaker Testing, Inspections, Maintenance, and Repairs (if required) Is the only testing required infrared scanning and visual inspections or is complete cleaning and functional testing Per NETA Standards required? This would include additional offline tests such as contact resistance, insulation resistance, etc. Is primary injection of circuit breakers required?
VA Response: breakers 225a and above. Thermal imaging and visual inspection only. This is due to the inability to change out a failed breaker during testing.
1. Section 2.3, Scope: Transfer Switch Testing, Maintenance, Inspections, and Repairs (if required) Is the scope to perform functional verification or does offline maintenance and testing need to be performed?
VA Response: transfer switches. Full function testing to include off line maintenance and inspection per NETA standards. We have had several problems with the transfer switches over the last several years so just a functions test only is not sufficient for our type of facility.
1. Section 2.3, Scope: Transformer Inspections, Oil Filled Testing (Analysis), Maintenance, and Repairs (if required) Is the scope to perform infrared scanning, oil sampling and visual inspections only? Or is additional offline testing required as per NETA standards, such as ratio, winding resistance, insulation power factor, insulation resistance? This would require an extended outage and cables would need to be removed.
VA Response: Transformers. Oil sample testing as defined in the RFP, visual inspection and thermal imaging only. This exceeds industry standard testing of transformers of the sizes here on station by municipalities and power providers.
1. Please clarify the scope for 7200V cable testing VA Response: RF testing of the MV cabling. 0.1 Hz VLF (very low frequency) test method for solid dielectric medium voltage cables 5-15KV. Ref. IEEE 400.2 this should be performed on every MV (7200v) cable on Station every 3 years or sooner if testing shows a need to. This testing provides insight into the degradation of the underground MV cable system in order to prevent outages and or electrical equipment damage throughout the Station.
1. Please clarify if fuel cleaning and polishing for generators is to be performed for all tanks in the base year and each year after? Or would it be required in the base year, then on an as-needed basis (based on sample results) after that.
VA Response: This should be completed annually for all fuel tanks. Testing, cleaning, & polishing and should have a before and after picture of the fuel samples.
1. What is the approximate number of panels requiring Thermography IR scans and of those how many will require suiting up for Arc Flash precautions if only for Thermography scan?
VA Response: 40 panels, You should not have to suit up due to power should be off/isolated prior to opening cabinet or panel.
1. What is the approximate number of breakers requiring Thermography/IR scan?
VA Response: 40 breakers, You should not have to suit up due to power should be off/isolated prior to opening cabinet or panel.
1. Is a copy of the previous triennial test report available? If so, please provide VA Response: The last triennial was well over 5 years ago, and I have no copies of that test.
1. The provided one-lines show 15MAY19. Are there any known upgrades, additions, modifications, etc. to these since then? If so, please provide.
VA Response: Those were the latest drawings available.
NOTE: The National Electrical Testing Association (NETA) provides guidance which is considered best practice for the maintenance of electrical equipment; these practices should be followed to the extent possible.
This statement does leave open the opportunity to adjust to what our Station needs are
