The purpose of this amendment is to:

a. Provide answers to solicitation questions received (see attachment).

b. Verify that the facility is San Diego Healthcare system located at 3350 La Jolla Village Drive, San Diego, CA 92161

c. Response date has changed. Responses due by Monday, March 20, 2023 at 3:00 pm (PDT)

Page 1 of Page 1 of Question 1: On page 24 of 64 under Background: The Background states that contractor will service the 40-yard roll off container approximately 8 times per month. As the incumbent, we have found that this 40-container requires service at least 3 times per week or it becomes over filled. Is the VA expecting there to be less waste that would allow a reduction in service to 2 times per week?

Answer: No. Due to hospital consensus, it will need to change to 3 times a week.

Question 2: On page 24 of 54 under 5. Specific Tasks: Under the first bullet point, the text indicated that one of the waste streams listed is controlled substance waste. This type of waste requires proprietary controlled substance waste containers that must be wall mounted in self-contained locked cages throughout the hospital. If an offeror uses a controlled substance waste system other than the currently installed system, will the contractor be responsible for the cost of removing the current system and the installation of the new system?

Answer: Yes.

Question 3: Currently the contractor’s technician services the proprietary Controlled Substance Waste Containers within the hospital. The technician goes to each location that has a controlled substance container, checks the fill level, and if the container is full the technician adds the required liquids and prepares the container for shipment and installs a new container. Is this technician service still required or will VA staff be performing these services?

Answer: Yes, the technician is still needed.

Question 4: On page 25 of 64 under 5.1 Specific Tasks: Task 5.1 states that, “the estimated amount of compacted, specialized, regulated medical waste and organic food waste to be picked-up and disposed of by the contract is approximately 12 tons per month”. During the past 12 months the average weight of the specialized waste collected from the 40-yard roll off was 158,500 pounds (79.25 tons) each month. Is the VA expecting there to be considerably less waste or should the contractor assume that the average monthly weight of the specialized waste collected from the 40-yard roll off will continue to be approximately 158,500 pounds (79.25 tons)?

Answer: Continually to be approximately 158,500 pounds.

Question 5: Page 5 of 64, Price/Cost Schedule, Line Item Number 0001 (Specialized General Waste): The text indicates that the unit of measure is “JB”. Based on the previous 12 months of service, the estimated annual weight of Specialized General Waste collected from the 40-yard roll off would be approximately 1,902,000 pounds (951 tons). Because the actual weight per month can fluctuate, would the VA consider changing unit of measure to a per pound price?

Answer: Yes, we would consider.

Question 6: Page 5 of 64, Price/Cost Schedule, Line Item Number 0002, (Regulated Medical Waste): The text states that this waste stream consists of Sharps commingled with Pharmacy waste, Pathological waste, Laboratory waste, and Controlled Substance waste.

Controlled Substance waste is treated as hazardous waste and is not transported on the same truck as Sharps commingled with Pharmacy waste, Pathological waste, or Laboratory waste. Further, these specialized containers/systems are serviced by contractor’s technician at various locations inside the hospital unlike the other included waste streams which are picked up at the loading dock.

Adding controlled substances waste services under this Line Item Number will greatly inflate the pricing for regulated medical waste. Would the VA consider adding a separate Line Item Number for monthly controlled substances services?

Answer: This would be a service as indicated under Line Item four.

Question 7: Page 5 of 64, Price/Cost Schedule, Line Item Number 0002, (Regulated Medical Waste): Based on the past 12 months there is approximately 13,000 pounds of Regulated Medical Waste, excluding controlled substances, collected each month. Does the VA expect this approximate monthly weight to stay the same?

Answer: Yes.

Question 8: Page 5 of 64, Price/Cost Schedule, Line Item Number 0002, (Regulated Medical Waste): Since the actual weight per month can fluctuate, would the VA consider changing unit of measure to a per pound price?

Answer: Yes we would consider.

Question 9: Page 5 of 64, Price/Cost Schedule: Under Price/Cost Schedule, there is no Line Item Number for biohazardous waste. We understand that most of this type of waste is collected as specialized waste but approximately 2,000 pounds of biohazardous waste is collected each month that did not go into the 40-yard roll off. Because this waste was not autoclaved on-site it must be autoclaved by the contractor. This waste could be accounted for under Line Item Number 002 but because of the difference in price for incinerated waste and autoclaved waste this would artificially inflate the price for biohazardous waste. Would the VA consider adding a separate Line Item Number for biohazardous waste with a per pound pricing?

Answer: Yes, we would consider this.
