Landscaping and Irrigation Maintenance and Repair Services for Veteran Affairs Greater Los Angeles Healthcare System (VAGLAHS).

RESPONSES TO QUESTIONS

1. Could you by any chance provide a map of the areas that requires the landscape, and tree service?

Please see page 6 & 7.

2. Does this landscape requirement cover just the main hospital building 500, and areas (10) through 17 only, which are all on building 500 hospital side of Wilshire Boulevard? The opposite side of Wilshire that housed the rest of the VA such as the administration building, rose garden etc., this is not covered by this requirement, correct?

This requirement includes areas on the North & South Campuses.

North Campus includes all areas located at buildings 20 Chapel hillside (East and West of Bonsall), 220, 506, Wadsworth Theatre Building 226 from Wilshire Blvd. to San Vincente which includes the Great Lawn Area (North Campus includes all areas South of Eisenhower Ave and the Palm Garden South of Building 63).

The South Campus includes all areas and buildings within the Dowlen Dr. Circle East and West, building 523 Fisher House, 525 Patriot House and all Resident quarters West of Bonsall Ave. South of Wilshire Blvd.

3. Item # 0002 of the pricing schedule appears to be for the materials and supplies for maintenance of the irrigation system and not the labor for maintaining the irrigation system. Is this correct?

Yes.

4. The QTY of Item # 0002 is “1” and the unit is “JB”. The maintenance and use of supplies and materials is ongoing throughout the year. How and when is this to be invoiced, is the contractor to invoice this at the beginning of the contract year or the end of the contract year.

5. Pricing Schedule Item #s 0001 and 0002. Considering the issue mentioned with Item 0002 and the fact that this is a performance-based contract. Could the government change Item #0001 the include grounds maintenance only and Item # 0002 to include labor and material for the irrigation maintenance with a QTY of 12 and a unit of month?

No.

6. PWS (4.) In the last paragraph the PWS state that the contractor “shall provide weed control for irrigation systems and sidewalks.”

• Can the government clarify what is meant by “weed control for the Irrigation”?

This should read as “weed control for sidewalks.”

• Also reference to weed control of the sidewalks, is this to include all hard surfaces (parking lots and curbs) within the area of the contractor’s responsibility?

7. PWS 6.1.4 - Can the government provide a map of all areas that are covered in the PWS and that is inclusive of non-irrigated areas and “non-use areas” that are mentioned in this section.

8. PWS 6 – In review of the property many areas of the property are not to the mowing and trimming standards of the section. Are all area that are to be mowed and trimmed going to be to contract standards at the time of the new contract award.

9. PWS 7.1 - Upon inspection of the property most of the beds have a lot of weeds that need to be removed after they are killed. With the exception to the pruning standards much work is needed to bring the property acceptable landscaping standard.

• Can you specify the standard for weed control of the beds, for example 90% weed free?

100 percent weed free.

• Dose this weed control include hard surfaces such as parking lots, sidewalks, and curbs?

Please see paragraph 10.3 of the PWS.

• As mentioned, both the hard surfaces and beds have a considerable amount of weeds that would take the new contractor considerable time to bring these areas to even a 75% weeds free standard. Can the government add a Line-item to the base year only for the contractor to bring the grounds maintenance portion of the contract to standards?

10. PWS 6 - To clarify the contractor is not responsible for installation of mulch or annual flowers, correct?

11. PWS (4) – Is the contractor responsible for the fenced in areas that are around the back yards of the residential section?

Yes

12. PWS 10.2 - Upon inspection of the turf there are many areas we the turf is 80% broadleaf weeds. Control weeds on flowerbeds no lawns

• Are the 2 weed control applications for the turf that are to be done in the spring and fall to be pre-emergent applications or post emergent?

• What is the contract standard for weed control of the turf?

13. Is the contractor responsible for any turf renovation under this contract?

14. Other than the 2 applications mentioned in this section or there any other weed control applications that the contractor will be responsible for under this contact?

Please see paragraph 10.1 through 10.5.

15. PWS 10.3 – To clarify once again is weed control of hard surfaces to include the hard surfaces of the parking lots and curbs as well as “sidewalk cracks adjacent to landscaped areas” and all beds in the areas designated?

16. PWS 10.4 - It was observed that there several areas that having significant damage to pest (moles or gophers).

• Is it the responsibility of the contractor to inform the government of the infestation and the cost associated with removal and repair or is at the contractor’s expense to remove pest and repair the damage at their expense?

17. PWS 11 – Dose this include trash pick -up in the parking lots or just streets and grounds areas?

Please see paragraph 11 of PWS.

18. PWS 11 – Does this trash pick-up include inside the Temp Housing that has been added over by the Great Lawn Area?

Please see paragraph 11 of PWS.

19. PWS 4 and 12 – Section 4 seems to imply that the contractor is responsible for the irrigation system “facility wide” and not just the areas specified in the section for the grounds maintenance.

Can you clarify what areas of the irrigation is the responsibility of the contractor?

Facility Wide.

20. PWS 12.4 and 12.5 - Seems to imply that repairs outside of “routine maintenance” are not the responsibility of the contractor but rather it is the contractor’s responsibility to notify the COR of the repair and cost to repair than work is not completed until approval from the COR is given. Is this, correct?

21. PWS 12.5 What repairs are included in the “routine maintenance”?

Please see paragraph 12.3 and 12.4.

22. PWS 12 – Is the Irrigation system going to be turned over 100% operational without any repairs needed?

23. PWS 12 – It is unclear to us in the PWS as to the responsibility of the contractor concerning repairs of the irrigation system, if the awardee is responsible for initial repairs there is no way for a contractor to know what repairs will be needed upon award and to put out a fair price for the needed repairs if any. It would be best to allow the potential awardee a time to inspect the system to document any repairs needed than submit quotes for any repairs, this way all potential bidders know what they are bidding on and can give the government a fair price.

Please see question 22 and paragraph 12.1, 12.4, and 12.5 of the PWS.

• Could a new line item be added to the base year for Irrigation initial inspection that could be due 14 days from the NTP?

24. Will there be an area for the Contractor to either put a container to secure the equipment or an inside area that can be secured?

25. PWS 12 – How many AC does the irrigation system cover?

The entire campus, approximately 200 acres.
