About this file

This document is an amendment to a solicitation for pest control services at two Department of Veterans Affairs facilities in Loma Linda, California. The amendment provides answers to potential offerors' questions to clarify the requirements. The pest control services include regular scheduled treatments of all areas according to a schedule to be created after contract award. The incumbent contractor's service was considered adequate as long as they were available to address any additional requests. Over the last 12 months there were three after-hours service requests due to bed bugs and three total bed bug service requests. The regular service days are Monday through Friday. No changes have been made to the scope of services from the previous solicitation. The document does not indicate whether any preferences will be given to service-disabled veteran-owned or veteran-owned small businesses for this requirement. The response deadline is not specified.

CONTINUATION PAGE

The purpose of this amendment is to answer the following questions that were submitted:

1. What is the amount of hours each month the previous contractor spent on site at each location to provide the pest services to all areas outlined within the scope of service? Does the government consider this service adequate?

The expectation is the Contractor is onsite as long as it takes to ensure all areas are treated according to the schedule that is created (Schedule will be created after contract is awarded).

EMS deems that service is adequate as long as the Contractor is able to be reached in the event they need to be re-directed. (There are times when we get emails/phone calls about insects in an area, said area is not on the list to be serviced. We will reach out to redirect to the respective area.)

1. How many afterhours service requests at each site have then been in the past 12 months?

There were three after hours requests over the last 12 months due to bed bugs.

1. What are the regular service days for these sites?

Monday through Friday.

1. What is the number of bed bug service requests at each site over the past 12 months?

Three, there are preventative measures in place to be proactive instead of being reactive.

1. Has any of the scope of service changed from this Solicitation compared to that of the last awarded contract? If, so what changed?

No changes

1. Will the government provide any preference to SDVOSB or VOSB contractors as per the Department of Veterans Affairs, Veterans First Act as there are many veteran registered/certified contractors that perform pest control services in this area?

Initial market research determines if there are two or more SDVOSBs, VOSBs, and Small Business are available to set-aside the requirement. If these small business concerns do not respond during this time, we are unable to set-aside the requirement.
