About this file

This document contains questions and answers regarding a solicitation to provide chemical treatment services for boilers and cooling towers at a Department of Veterans Affairs medical center. The incumbent contractor's current monthly pricing for boiler and cooling tower treatment services is available through a Freedom of Information Act request. While the VA is interested in replacing outdated controllers with new remote monitoring systems, the IT department will not approve connections requiring network access. Some of the cooling towers scheduled for annual cleaning under the existing contract expiring March 31, 2022 may not be cleaned due to staffing shortages. One tower's media was replaced three years ago, and abnormal operations are currently occurring in one tower undergoing motor repairs.

RFQ 36C26222Q0034 0004 Amendment Questions and Answers

1. What is the current monthly pricing for the boiler and cooling tower treatment? This information is available through the freedom of information act and can be requested by your organization through that avenue.

1. Is the VA interested in seeing an optional proposal to replace the current controllers with new controllers that communicate remotely, and track inhibitor feed based on tracers? IT won’t sign off on any times that may require network connection.

1. The spec states that the towers need to be cleaned Annually. Based on the site visits today some of the cooling towers have not been cleaned. The current contract ends March 31st, 2022. Will all the cooling towers be cleaned before the new contract is awarded? They will not due to manning issues. I just had a guy retire, do I’m down to 4 people to cover 24/7 operations.

1. Some of the towers appear to have a good amount of scale on them. Some even had louvers off to allow for more airflow into the tower. Is this a common occurrence year-round? It was noted that the tower media at Building 40 was just replaced approximately 3 years ago. It is not a common occurrence. Currently Tower 4 is down for a bad motor, so we are rotating more on the other 3 more than usual.
