RFI Questions & Answers

Project Name: VA Loma Linda Elevator Lobby Flooring

Solicitation Number: RFQ 36C26221Q0968: RFI 7/28/2021, 2:00 PM, Quote 8/12/2021, 2:00 PM

Question 1

Q: The Statement of Work, Part IV states that the Period of Performance is 60 Days. Will this be

45 days from the Award or 45 Days from the Notice to Proceed?

If it is the NTP, will the VA allow sufficient time for submittal approval and material ordering and delivery before starting the 60 days clock?

A: 60-days from NTP. Stonehard flooring is already approved for use in the hospital. Notify COR of any material delays immediately after the awarding of the contract.

Question 2

Q: Due to the current volatility of material pricing, will the VA state how long the offer must remain in effect after the date of offer submittal for this solicitation?

A: 90 days.

Question 3

Q: Are the bidders to assume that only Stonehard brand Flooring is the sole acceptable product for this project?

A: Yes. Only Stonhard flooring is acceptable.

Question 4

Q: There are multiple types, grades, and colors for "Stonehard" flooring. Will the VA provide the actual finish or finishes product numbers of Stonehard flooring requested for this project?

A: STONCLAD GS DESERT TAN

Question S

Q: The small area of ACM (asbestos containing material) will still need a proper containment/abatement and cataloguing per rule 1403 correct?

A: Yes. The small area of ACM will still need everything required in 1403.

Question 6

Q: Working hours. We are assuming regular working hours.

A: Work all hours needed to complete the project while causing minimal impact to hospital staff and operations. Refer to additional comments in #16

Question 7

Q: Can work be done in one phase? If not, how many phases. Provide phasing layout. Are will be down for a few days for the demo, preparation, and epoxy installation.

A: Phasing will be dependant on the contractor's ability to complete the project while causing minimal impact to the hospital staff and operations.

Question 8

Q: Please provide the floor plane indicating the working areas.

A: Attached below.

Question 9

Q: What is the level of infection required for this project? Any hard barriers

A: Provide all barriers, plastic containment, and negative air as required to prevent dust and debris from affecting the surrounding area.

Question 10

Q: The contractor needs access to 240v/60 amp/3 phase pr 480v/30 amp/3-phase power source. Would you please confirm VA will provide it? We Will also need dedicated 110V/20-amp outlets

A: Contractor will have access to all power sources, but will be required to provide all cords and spider boxes.

Question 11

Q: What size, type, color, for the new cove base (4" or 6")?

A: 6" - Sandalwood. Tarkett Colormatch. Product No. 440156143

Question 12

Q: Are there any as-builts or information on the specific Stonhard product and color that was used on hallway areas that will remain and to be matched?

A: STONCLAD GS DESERT TAN.

Question 13

Q: Has there been any moisture problems on the floor? Is moisture test required for this project?

A: hey have done work in the same hallway and are familiar with the conditions of the project.

The contractor is responsible for procuring and installing the Stonhard flooring. Stonhard is the manufacturer and has stated that the floor conditions of this project does not need a moisture test.

Question 14

Q: Are there any wall base requirement on this project (epoxy wall base monolithic to the floor; rubber cove base)?

A: Only replace rubber cove base that is removed for flooring installation.

Question 15

Q: Is the VA open to using other flooring finish products equal or better to Stonhard (e.g. Tnemec)?

A:No.

Question 16

Q: What is the 'work-hours' on this project?

A: 4PM Friday- 6AM Monday. COR will work with contractor to accommodate work outside of those hours.

Question 17

Q: The floor areas will be prepped and cleaned, and proper curing is needed for the floor finish. Will the adjacent work areas be empty, or foot traffic blocked when work is being performed on that particular section of the floor?

A: VA will notify employees of hallway closures. VA will ensure that hospital equipment is removed from work areas. It is the contractor's responsibility to provide barriers limiting foot traffic. It is the contractor's responsibility to move and replace lockers.

Question 18

Q: Is work phasing required on this project to minimize impact to the Users?

Thank you.

A: If work cannot be completed from 4pm Friday - 6am Monday, then phasing will be required. Contractor to work with COR for logical phasing plan if required.
