RFIs, Solicitation 36C26221Q0793 VA San Diego Hyper Jet Cleaning
1. The solicitation scope of work states: “inspect and clean 18 accessible storm water drain lines” and further states in the bulleted list: “Cleaning the storm drain lines utilizing hydro jet or high pressure water system”. During the site visit on June 3, personnel leading the visit stated that the scope was to only clean the 18 storm inlet structures. Are the connecting pipelines to these 18 structures included in the cleaning scope of work or is the scope just to clean the inlet structures as was stated verbally during the site visit?
VA Response: Inlet structures as stated during the site visit on 6/3/2021.
1. The last bulleted item in the scope states: “Inspect for possible leak/damage to piping after cleaning”. If the piping systems connecting the 18 structures are included in the scope, is the intent to use a closed-circuit television (CCTV) camera system to inspect for leaks/damage to the system?
VA Response: Visual inspection of the exterior will be conducted by facility maintenance team members.
1. The last bulleted item in the scope states: “Inspect for possible leak/damage to piping after cleaning”. If the piping systems are not included in the scope, what is the expectation for the level of inspection on the 18 structures?
VA Response: To clean out debris of 18 storm drains structures (Only).
1. Is a final engineering report required as part of the scope that defines the work that was completed, findings of any defects and recommendations for corrections/repair if any problems are encountered?
VA Response: No
1. Should proposers submit their own recommended work plan/scope for Government consideration to complete the intended scope based on industry experience along with the firm-fixed price proposal?
VA Response: No
1. Can the Government provide the dimensions of each of the storm drains inlets and storm piping (if piping is applicable to the scope)?
VA Response: Storm drain inlets: 5 of 1 ft x 1 ft x 1 ft, 5 of 2 ft x 2 ft x 2 ft, 6 of 2 ft x3 ft x 4 ft, 2 of 3 ft x 3 ft x 5 ft, total of 18 drains. We don’t have the measurement for storm piping.
1. Can the Government provide an onsite dump area for materials removed from the storm system?
VA Response: No
1. Is there a records of existing conditions of the storm drains that contractor should consider? (For example, the existing storm drain that is collapsed in certain section, root invaded lines will need a special head spray to cut through the invaded roots)
VA Response: No
1. Can we get a drawing showing drain lines?
VA Response: N/A
1. What are drain lines made of and what is ID of drain lines?
VA Response: N/A
1. What is water source for our hydrolyzer?
VA Response: We have 4 locations for the water source as covered in the site survey session.
1. Wastewater/debris disposal, who is responsible?
VA Response: Vendor
1. If badging is necessary what is needed and time for badging?
VA Response: Temporary Badging can be provided (not required). Contact Grounds Operations at 858-705-7543.
1. Possible dates work to be performed?
VA Response: Tuesday, July 6, 2021
1. Could you possibly mark the 18 locations on this map? This would help contractors provide better and more accurate proposals.
VA Response: Grounds personnel (facility) can escort vendors to identify and locate all (18) locate all storm drains/Inlets in question.
