RFI Questions & Answers

Project Name: WAYFIND SIGNAGE 3rd, 4th Floor Preparation Solicitation Number: 605-21-1-6575-0001

Question 1 Q: Will the VA please confirm the contractor will not be purchasing any signs for this project.

A:

Question 2 Q: In the RFP under the scope of work please confirm the start dates are incorrect since the bid is due on Dec 15th which is after the start dates listed. Will the VA be providing revised start dates? How soon after award is the VA expecting this project to start?

A: SOW start dates are incorrect. The quote due date is correct and set by the CO.

The start dates will be CO determined at time of award. Focus on the 45-calendar day POP.

After contract award followed by surety bonds, the NTP will state the date when project is expected to start and completed. If the COR anticipates any delays post-award, the NTP will not be issued until FMS is ready.

Question 3 Q: Do this project require certified payroll?

A: Yes

Question 4 Q: The solicitation states the need for one person to have a background check. Is this also applicable to the employees working onsite?

A:

Question 5 Q: Does VALLHS require Contractors to provide medical proof for Flu shots, TB test, and/or Covid 19 tests since workers will have to access the medical facility?

A:

Question 6 Q: According to Statement of Work 4. Scope, approximately 75 wayfinding signs and approximately 1400 room identification signs are to be removed. Are the removed signs to be salvaged by the VA?

A:

The contractor will not be purchasing any signs for this project.

No background check. Employees will only be required to have COVID 19 screening each morning before entering facility.

Will not require proof of FLU shots, TB test; HOWEVER, COVID 19 screening will be required from each worker each morning before entering facility. Face mask is required entering this facility.

The signs are to be removed and discarded by contractor

Question 7 Q: Statement of Work 4. Scope describes the work is to be done in two phases with divided work scopes.

Please verify the work scopes and completion dates of the phases.

A:

Question 8 Q: Statement of Work 4. Scope includes the work to hang temporary signs provided by the VA.

Please describe how to hang the temporary signs.

A:

Question 9 Q: Statement of Work 4. Scope includes the work to hang temporary signs provided by the VA.

Please describe how to hang the temporary signs.

A:

Question 10 Q: Amendment 0001 was issued to post 3rd and 4th floor drawings, but the drawings are blurry.

Please issue legible floor drawings.

A: DWGs will be reposted.

Question 11 Q: During the site visit the infection control requirements were discussed. Please confirm that during removal of the signs and wall patching a small plastic containment and sticky mat will be all that is required.

A:

Question 12 Q: Regarding the painting of walls where signs are removed, does the VA want all walls painted where a sign is removed or only walls where drywall repair needs to be made because of removal?

Regarding how much of the wall needs to be painted, is the VA wanting only paint touch up around the sign or does the VA want all walls painted from corner to corner, drywall expansion joint or perpendicular wall/door opening?

Will the VA require two coats of paint regardless of color, or one thick coat of paint of the best color match?

A:

Original scope was developed anticipating Sign Install Contractor overlap with Sign Preparation Contractor that is not going to happen. Removal of Wayfinding and room ID signs can be accomplished simultaneously.

The temporary signs are made of paper VA provided and can be hung with blue painters tape.

Secure paper signs to wall with blue painters tape.

That is correct a small sticky mat and small plastic containment is all that is required

Anticipate painting entire wall, attempting to do paint touch up may not allow for a color match.

Question 13 Q: (See Attached PDF with Photos, RFI #13)

Are we going to have to cut the metal framing or remove it for the new Wayfind signs?

A:

Question 14 Q: (See Attached PDF with Diagram, RFI #14)

Regarding the amount of repair and prep work, related to each of the walls where the signs will be removed, does this change the amount of SQFT’s (18,650 sf) or does it stay as started on the SOW?

A:

Question 15 Q: [PAINT] The SOW does not mention any color paint. As the site walk took place, paint color was mentioned being: - Egg shell

- Galloway grey Can the VA confirm the colors for the paint?

A:

Question 16 Q: [PAINT] Prime and one or two coats for the paint?

A:

That entire metal backing pictured on that Wayfinding sign is what will need to be removed, framed, patched and painted.

The 18,650 SQFT stays the same this approximation takes into account Wayfinding is only located on one side of the hall and all of the Wayfinding signs will not require re-framing.

Dunn Edwards ( Tapering Light ) Eggshell.. / ( Galloway Bay ) Eggshell

Prime over drywall patch, followed by (2) coats. Match to existing wall coverage.

Cross-Out

Question 17 Q: [PAINT] The SOW mentions that 1,475 approx. signs will be replaced and 18,650 Square Feet approx. of patch and paint making it 18,650 / 1,475 = 12.64 Square Feet of paint per sign. While at the site visit, it was discussed that we might need to paint the whole wall. Can you confirm the Square Feet of paint?

A:

Question 18 Q: What are we going to be using as Temporary Signs and do we need to leave some preparation to receive the signs?

A:

Question 19 Q: What are the paint colors to be used for each floor?

A:

Question 20 Q: The scope mentions the work to be completed in 2 phases, are these hard dates? If so, the phase 1 date will need amending as its already past, subsequently the phase 2 may need to be pushed right.

A:

Question 21 Q: Will the VA provide instructions on where the temporary signs are to be placed? Or will they preposition them ready for installation?

A:

Bid should reflect 18,650 sq. ft

The VA will provide Temporary Signs the signs are already here on station.

Refer to #15 response.

This project shall be performed in 1 phase. The period of performance is 45-calendar days. The performance start and completion dates will be CO determined at time of award factoring the POP period.

The VA will provide instructions on where the temporary signs are to be placed.

Question 22 Q: Will corridors be sectioned off to allow for the work and painting to be completed?

A:

Question 23 Q: Is there a limit to number of workers? Can they work on both floors at the same time?

A:

Question 24 Q: Does the VA know roughly how many of the wayfinding signs have been liquid nailed to the wall Vs. just screwed?

A:

Question 25 Q: Will the VA be requiring new permanent door designators and wayfinding signs to be installed? If so, please provide specs to follow.

A:

Question 26 Q: At the job walk it was discussed that all corridors on the 3rd and 4th floor will need to be painted so as not to show patching. In the SOW it only says 18,650 sq. ft this number seems light if the corridors are to be painted corner to corner where signs are. Please confirm that 18,650 is accurate.

A:

The VA will provide sectioning of corridors to do any necessary painting.

No limit to number of workers. Yes they can work on both floors at the same time

I do not have the number of how many Wayfinding signs are liquid nailed.

The VA will not require new door designators and the only signs to be installed on this contract will be paper and temporary

The 18,650 is a proper approximation there will be no back of house corridor painting and the painting will be from bottom of soffit to top of cove base.

Question 27 Q: Will the contractor be required to have a Super/QC/SSHO, or will a competent representative be sufficient?

A:

Question 28 Q: It was stated at the job walk that an ICRA plan will be provided by the VA. What ICRA classification will be used for the activities?

A:

Question 29 Q: Will doors and frames painting need to be included.

A:

Question 30 Q: Please confirm soffits will not need to be painted A:

Question 31 Q: Please confirm that job can be done in 1 phase, and not 2 as specified in SOW.

A:

A competent representative who has decision making authority will be sufficient

COR is continuing to coordinate with the Infection Control Department and will provide that information as soon as available. RFI #28 will be answered under a separate Amendment.

No

No Soffits

The job shall be completed in 1 phase.

RFI # 13

[Signage] Are we going to have to cut the metal framing or remove it for the new Wayfind signs?

Size on signage change

2 FEET 4 INCHES

6 FEET 6 INCHES

Regarding the amount of repair and prep work, related to each of the walls where the signs will be removed, does this change the amount of SQFT’s (18,650 sf) or does it stay as started on the SOW?

1. What are the working hours for this project? Will the VA allow off-hours and weekends work?

2. The SOW explains the work will be done in two Phases; can we work both phases at the same time?

3. The SOW does not mention Infectious control, what type of infection?
