X The purpose of this modification is to amend paragraph 8.5 of the solicitation and to post answers to questions about the solicitation which were submitted by contractors.

Please see pages 2 - 3 for details.

Paragraph 8.5 is amended to read : There shall be a marked, clearly visible shuttle vehicle waiting area that provides protection from the sun, wind and rain and accommodates at least 40 people. There shall also be seating for at least 20 people in the shuttle waiting area for passengers who may need to be seated. If the contractor utilizes two separate parking facilities, each waiting area shall be proportional with this requirement. Until Covid-19 social distancing restriction are lifted in the state of California, contractor shall provide 50% of these requirements in the shuttle vehicle waiting area.

Questions/Answers to Solicitation 36C26220R0162 Offsite Parking Lot(s) for 1200 Spaces for the VA San Diego Healthcare System

1. Question – In section 5, Government Vehicles - It is stated that the contractor shall provide parking services for up to one hundred (100) government vehicles including buses, vans, and sedans. The attached list of vehicles has eighty-eight (88) current vehicles listed on it and just those eighty-eight (88) vehicles only will take up more than one hundred fifty (150) spaces in a parking lot. Please clarify.

Answer – The government may require approximately130 stalls dedicated to the Government Operated Vehicles listed in the document attachment. This number is subject to change, but the total vehicle stall requirement for this procurement is for 1200 which will be for standard size sedan type vehicles.

2. Question – If two (2) separate lots are utilized for the one thousand two hundred (1200) vehicle requirement, will the government split the eighty-eight (88) vehicle list down the middle between the lots or look to utilize one (1) lot for the entire one hundred (100) requirement?

Answer – The Government prefers the Government Operated Vehicles to be located at one lot not split between multiple locations, but this shall be determined post-award.

3. Question – In section 8.5 - What effect will COVID-19 and CA restrictions have on this requirement for space for forty (40) people and seating for twenty (20) in the shuttle vehicle waiting area?

Answer – During COVID the contractor must comply with social distancing requirement of a distance of 6 ft, so the waiting area space needs to accommodate at least half of the total above with social distancing in place and post COVID needs to accommodate the total amount.

4. Question – In section 9.2, Required Camera System - Why is this a requirement for a privately leased property?

Answer – Cameras are a VA security requirement based on the Physical Security Design Manal for VA Life Safety Protected Facilities (Jan 2015) for parking lots where VA employees, patients, visitors or government assets (vehicles) may be located.

5. Question – There is no mention for lead time or ramp up time in order to get to the one thousand two hundred (1200) vehicle requirement. Can this be proposed if it is not possible to have one thousand two hundred (1200) spaces available on November 1, 2020?

Answer – Per Section B.2, the Government requires 600 spaces to be available on November 1, 2020 (Line Item 0002) and the other 600 to be available on January 1, 2021 (Line Item 0001). This is because the Government has a contract for 600 spaces that will end on December 31, 2020.

6. Question – There is no mention of a distance requirement in this solicitation as there has been in the past five (5) requirements posted to FBO.gov. for these spaces. Will all distances for the six hundred (600) and or one thousand two hundred (1200) spaces be considered equally by the government?

Answer – The Government desires parking facilities that are within close proximity to VASDHS to reduce the travel time for shuttle buses running between the Contractor’s parking facility(s) and the VAMC. Please reference Section E.2, Paragraph 1.1 of the solicitation.

7. Question – In section 17.2, Standards of Conduct - How can a contractor be held responsible for a performance standard, or contractual requirement, if the contracting officer at his or her own discretion can reject contractor personnel? Can the government please elaborate on acceptable reasoning for a contractor employee to be rejected by the contracting officer?

Answer – Contractor personnel may be rejected by the contracting officer if they violate standards of conduct.

1. Question – One of the requirements is to provide restrooms. Can this requirement be omitted?

Answer – No, but the restrooms can be portable and provided post-award prior to performance start date.

1. Question – What is the valet usage per day on average? Is valet service from 4am - 8pm? Are there valet peak hours?

Answer – See paragraphs 2.1.2, 2.1.3, 2.1.4, and 3 for information on required valet. Valet services may be needed at any time between 4am - 8pm with anticipated peak times between 6am-9am and 3pm-6pm.
