NOTICE OF INTENT TO SOLE SOURCE

P a g e 1 | 2

The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Award under FAR Part 13 – Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items.

The intended Contractor is University of Southern California (USC) Keck School of Medicine located at Department of Contracts and Grants, 3720 S. Flower Street, Los Angeles, CA 90089- 0001. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 4/17/2020.

The VA Greater Los Angeles Healthcare System Health Services Research and Development (HSR&D) Center of Innovation (COIN)—also called the Center for the Study of Healthcare Innovation, Implementation & Policy (CSHIIP) requires Studies and Analyses at the VA Greater Los Angeles Healthcare System (VAGLAHS) located at 11301 Wilshire Blvd., Los Angeles, CA 90073.

USC shall conduct two separate tasks for Systematic Evidence Synthesis and Literature Review on Quality Indicators:

1) With the passage of the MISSION Act, more Veterans are eligible to receive care from community providers who work outside of VA settings (20-30% now versus 8% previously). VA has prioritized providing seamless care to all Veterans wherever they choose to receive care. The goal of the RIVR project is to support research and operations projects to improve coordination of care within VISN 22 VA primary care teams, between VA primary care teams and Veteran patients, and between VA primary care and other settings (including providers in the community). The tasks and responsibilities of Conducting a Systematic Evidence Synthesis and Expert Panel on Strategies to Enhance Care Coordination Across Settings. This contract includes three parts: a systematic evidence synthesis, a face-to-face expert panel, and the dissemination of the project findings through submission of a manuscript to a scientific journal.

2) Increasing health burden and costs of caring for patients with multiple chronic conditions or high complexity make them a logical target for efforts to meet what the Institute for Healthcare Improvement has labeled the “triple aim”: improving the patient experience of care (including quality), improving population health and reducing per capita costs. Costs and utilization of services in these high-risk patients is high. Thus, resources required to address their unmet needs can be recouped with even modest improvements in their outcomes. A number of promising programs have been developed by the private sector to address these populations and studied in research settings. Although Department of Veterans Affairs (VA) has implemented a number of programs for these “high-risk”, vulnerable patients -- such as GeriPACT, Home Based Primary Care (HBPC), or Hospital-at-Home -- capacity is limited and inconsistent across VA to address the needs of those at the top 5 percent of utilization and costs. The tasks and responsibilities of Conducting a Literature Review on Quality Indicators for Care on High Need Patients.
