Project Name: New Carpet, Flooring, and Painting Project Building 220, 2nd Floor, of the VAGLAHS
Solicitation Number: 36C26220Q0459, Amendment 0002
PART 1:
Question 1 [Contractor] Q: In the RFQ, under the Statement of Work (SOW) (pages 6- 8) states the period of performance to be the following:
7.1 Delivery and installation shall occur within 90 days after contract award;
7.2 The period of performance shall be 30 days from the date of award;
7.3 The period of performance shall be no more than 30 days after receiving the “Notice to Proceed” (NTP) letter from the contracting officer (CO). Can the VA please clarify?
[Using Service] A: RFQ, SOW, Section 7 (page 8 and 9), Period of Performance, is hereby amended to state the following:
7.1. [Amended]: Delivery and installation shall begin within thirty (30) days of receiving the “Notice to Proceed” (NTP) letter from the Contracting Officer (CO); Contractor shall coordinate with the COR for the exact date to start work on the site.
7.2. [Amended]: The period of performance shall be completed in no more than 120 days after receiving the NTP letter from the CO, and no more than ninety (90) days for deduct alternate #5.
7.3. [Deleted]
7.4. [unchanged] RFQ, SOW, Section 6 (page 7 and 8), Tasks, is hereby amended to state the following:
6.9.5. [Added]: Deduct alternate No. 5: Procure for Deduct alternate No 4, except omit item 6.4.
Question 2 Q: Is the period of performance 30 days or 90 days?
A: The period of performance shall be completed in no more than 120 days after receiving the NTP letter from the CO, and 90 days for Deduct Alternate #5.
Question 3 Q: Will the VA please clarify what the duration of the period of performance will be for this project?
A: The period of performance shall be completed in no more than 120 days, and 90 days for alternate # 5, after receiving the NTP letter from the CO.
Question 4 Q: Will the period of performance also include time for submittals such as 30 days?
A: Yes, submittals shall be 30 days or less.
Question 5 Q: We were unable to locate anything in the RFP that stated how long the offers must remain valid from the bid date. Will the VA provide the number of days the offers must remain valid from date of submittal
A: FAR 52.212-1 Instructions to Offerors-Commercial Items (OCT 2018). Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 45 calendar days from the date specified for receipt of offers: due 03-27-2020 @4PM (PST).
Question 6 Q: RFQ, Section 11.3., Page 13 of 48, states: “A reduction in Firm-Fixed Pricing payment of 1% will be deducted each calendar day until the performance standard is met.” This is an unusual requirement for a VA Solicitation and seems to amount to a liquidated damages penalty clause. Will the VA confirm that this clause will be enforced for this project?
A: This section, “Incentives/Disincentives for “Meeting” or “Not Meeting” the Performance Standards” is hereby omitted.
Question 7 Q: RFQ, SOW B.1, Section 3, Page 7 of 48, states: “the working hours will be M-F 8:00 a.m.-4:40 p.m. PDT for this project. Will the VA confirm that this project will take place during normal working hours and that no after-hours or weekend work will be required?
A: Confirmed. Normal business hours only: M-F 8:00 a.m.-4:40 p.m.
Question 8 Q: Specifications were not provided with this RFQ. To ensure a fair bidding process, will the VA provide either a Basis of Design or a Specification Section for the Window Shades, and the New Sink?
A: Window Shades are hereby omitted from scope. KOHLER Staccato, drop-in Stainless Steel (SS) 20” single bowl, model# K-3363-1-NA or equal. Size of sink to be not less than 16”. As an alternative to custom millwork, premanufactured, ADA compliant, solid surface countertop 4’-0” to 6’-0” in length with backsplash and SS sink with some lower storage will be acceptable as long as it can be installed in the space with all gaps closed off on sides with walls with good workmanship, and plumbing can be provided as shown on drawings without disturbing existing wainscot tiles.
Question 9 Q: Sheet 2 of 2 of the Drawings depict new casework. To ensure a fair bidding process, will the VA provide the cabinet and countertop Specifications?
A: P-lam- by Wilson Art, Solid surface by Corian or equal. Provide samples for selection.
Question 10 Q: This facility is known in the past to have asbestos containing materials in certain assemblies. Neither the Drawings nor the RFP mention any hazardous materials or abatement.
a): Does the VA expect any asbestos containing materials or lead-based paint to be encountered, demolished, or disturbed during this project?
b): Will the VA provide a current Hazardous Material Survey for the areas included in the scope of work for this project?
c): Will the VA require the Contractor to perform a Hazardous Material Survey for this project?
d): If a Survey is required, will the VA add 21 days to the Period of Performance to allow for the testing and the return of results?
e): If asbestos or lead-based paint is encountered during this project, will the VA consider this discovery as an “unforeseen condition”?
A: VA confirms that there is no asbestos in floor or walls. There may be lead-based paint in door and window frame paint; sanding of door window frame is not permitted. No HAZMAT abatement of door/window frames will be done by VA and is not in contractor’s scope of work.
Question 11 Q: RFQ SOW Item 6.9., page 8 of 48, states: “Provide samples for kitchen flooring that meets color schemes selected for the remainder of the suite” included below with 6.9 are 4 deductive alternates, items 6.9.1 through 6.9.4.
a): We do not see a “kitchen” on the plans, is this supposed to refer to the break room?
b): If so, the breakroom is called out to receive F3 flooring—is the VA looking for alternate colors?
c): Do these deductive alternates apply to the “Kitchen” only?
d): The deductive alternates listed in the SOW, section 6.9.1-6.9.4 are not included on the price schedule, if these deductive alternates apply, will the VA re-issue the price schedule to reflect the deductive alternates requested (the solicitation document A.2 Price/Cost Schedule requests one lump sum price)?
e): Can you please advise whether there are four kinds of deduct alternates are in the bid?
A: [Amended]: 6.9.4 Deduct Alternate No. 4: Procure for Deduct alternate No. 3, except omit item 6.7.
a) yes, break room.
b) No alternatives requested. Provide samples with submittals per drawings. F3 flooring to match closely with existing West hallway flooring or equal.
c) Abatement of HAZMAT was carried out in the past. There is no HAZMAT in the floor or walls. The doors/door frames and windows are likely to have lead paint in the original paint which is now covered up by subsequent painting. No sanding of doors/windows/frames is required prior to painting.
d) Please see the amended and Revised price schedule (attached):
e) Deduct alternates # 5 now added as: SOW, Section 6.9.5 [Added]: Deduct alternate No. 5: procure for Deduct alternate No 4, except omit item 6.4.
Question 12 Q: The solicitation document states that the estimate completion time is 90 calendar days in SF 18 Request for Quotation block 11(b) and that 7.1. Delivery and installation shall occur within 90 days after contract award, 7.2. The period of performance shall be 30 days from the date of award, and 7.3. The period of performance shall be no more than 30 days after receiving the “Notice To Proceed” (NTP) letter from the contracting Officer (CO) in Request for Quotation Clause B.1.7. Can you please clarify the performance period?
A: Please refer to Question # 1.
Question 13 Q: The RFQ SOW, B.1. Section 6.5., page 8 of 48, states: “…Furniture will be required to move to paint wall surfaces entirely”, can you please advise whether the furniture will be moved for new flooring by contractor also?
A: VA will move furniture only.
Question 14 Q: There are 14 rooms for the project work.
a) Can you please verify that the VA is to hand over all rooms to contractor at a time for the work?
b) If not, can you please advise how many rooms the VA is to hand over to contractor at one time?
A:
a) VA will make available all the rooms under the scope of this project at the same time to the contractor.
b) Room 224A is amended to be omitted from scope altogether.
Question 15 Q: At the site walk it was noted that there is a lot of furniture within the areas scheduled for work. Is the Awarded Contractor responsible for removing and storing all furniture and personal items from employees prior to the start of work or will the VA be responsible for removing & storing furniture?
A: VA will provide empty rooms for storage.
Question 16 Q: Does the VA anticipate this work being completed in phases or will the VA turn over the entire project area at one time for one single phase?
A: Single phase.
Question 17 Q: The RFQ SOW, Section 6.7 and 6.8, page 8 of 48, states to paint the existing ceiling grid.
a): Does the VA expect the awarded contractor to replace any ceiling grid members that are damaged?
b): If replacement is necessary, will the VA please provide a quantity for fair bidding purposes?
A: At this point VA is not aware of any damaged grid; replacement of grid is not expected.
Question 18 Q: At the site visit, Room 202 was found to have an existing hump in the floor that stretched almost across the entire room. Grinding out the hump would be considered outside of the normal floor prep for a flooring contractor. Does the VA expect humps in the floor such as this one to be grounded down?
A: Floor prep is required for any floor slab damage caused by removal of existing flooring and mastic. Grinding may be required for removal of mastic. Any existing hump requiring extensive grinding is not required.
Question 19 Q: In Room 203, where the existing tile wainscot is to remain, and blocking is to be added: does the VA expect the tile wainscot to be removed only where tile is above countertop height?
A: The existing tiles on the walls are to be left alone as they may contain HAZMAT. No abatement is included in the scope of this project. The intent is to install sink and counter without disturbing the tiles. There is a gap in the wainscot on wall where the sink plumbing is to be installed, hence blocking is suggested to fill the gap behind backsplash—between the wainscot only. The Contractor may suggest alternates to cover gap for consideration by VA’s COR.
Question 20 Q: Room 203 has an outlet installed on the north wall in the corner adjacent to the location shown for the casework. Since this outlet must be moved in order to install casework, can this circuit be used as the new GFCI above counter?
A: Yes, the outlet may be left on North wall. The intent is to use it for a coffee maker.
Question 21 Q: In room 203, there is a double gang blank cover on the wall were the new sink and casework is installed; use of the blank cover and box is unknown to the contractor at this time. Is the VA expecting this box to be accessible after casework installation? For example, are we to add an extension ring to the box then re-install the blank cover after casework thus making the box accessible from below countertop?
A: Access to existing cover plate behind casework is not required.
Question 22 Q: In office 206, there appears to be an unfinished shaft of some kind sticking out into the room. Is it in the scope of this project to repair the drywall on this shaft?
A: Drywall replacement is not required. Prep wall as needed with stain removing primer.
Question 23 Q: The SOW does not reference repairing the existing drywall prior to painting. Does the VA expect the contractor to repair old patches and screw holes?
A: Yes, please fill existing screw holes and leave existing screws not removed by VA alone. Patch and repair walls where needed, including rooms 214 and 206, prior to painting.
Question 24 Q: In Room 207, the exterior wall appears to have plaster bubbling below one of the windows: does this need repaired prior to painting?
A: Yes.
Question 25 Q: The existing wood windowsill in room 208 is damaged. Does the VA expect the contractor to repair the wood prior to painting?
A: No.
Question 26 Q: The work required by this RFQ appears to have been completed in room 224A. Can the VA confirm whether the flooring, painting and ceiling grid work in this room is included in this scope?
A: VA confirms Room 224A is excluded from scope of work.
Question 27 Q: During the site walk, it was noticed that there appears to be a door magnet located next to the door coming from the west corridor to the east corridor. The magnet is installed on the floor on the latch side of the door thus being unusable. Can the VA confirm that the door magnet mounted to the floor on the latch side is to be permanently removed?
A: Yes, do not reinstall unusable floor magnet; please hand over to VA facilities.
