About this file

This combined synopsis/solicitation seeks proposals for water treatment supplies and services for the central plant at the Veterans Affairs San Diego Healthcare System. Key requirements include chemical treatment and testing for boilers, cooling towers, chilled water loops, and condensate systems to control scaling, corrosion, and biological growth. The contractor must provide all necessary chemicals and test kits delivered to the site, with bulk chemicals stored in on-site containers. The contractor will also perform monthly testing and inspections, quarterly Legionella testing of cooling towers, and annual inspections of boilers and related equipment. Offerors must have five years of relevant experience and an accredited laboratory. The base period of performance is one year with four optional one-year extensions. Proposals are due by March 30, 2020 and the contract will be set aside for Service-Disabled Veteran-Owned Small Businesses.

This amendment is issued to post the RFIs and VA responses, to update Enclosure 2 on which offers are to be submitted, and to update the SOW to add paragraph 2.F.9. "Based on the uncertainty of chemicals required, a review of chemicals used will be conducted after 6 months to determine if the contracted costs need to be modified, and if required will be modified based on the "chemicals" workbook submitted with the contractor's offer."

All other terms and conditions remain unchanged.

REQUESTS FOR INFORMATION

Project Name: VASD Water Treatment Solicitation Number: 36C26220Q0374

1. Please provide the exact tonnage of each chiller/tower at the facility.

VA RESPONSE.

Chiller 1 & 2 1200 tons Chiller 3 1500 tons Absorption chiller 500 tons

2. Please provide the Boiler sizes, and average steam production on a yearly basis.

VA RESPONSE. Boiler 1 & 2 - max 24000 lbs/hour 3.7-5.5 million pounds/year

3. Are there any special CA restrictions on discharge from the site? Limits concerning Boiler or Cooling Tower blowdown?

VA RESPONSE. No

4. Who is the incumbent water treatment company and how long have they had the contract?

VA RESPONSE. This is the first contract in over 10 years. Chemtreat has been used periodically

5. Are there currently corrosion coupons installed? We did not see any. Bid says to test corrosion coupons in condensate once per year. Should we include cost of coupon rack in our bid?

VA RESPONSE. Yes

6. Please give us the daily water meter readings for total cooling tower makeup (1 month for all four), and cooling tower blowdown (all four) VA RESPONSE. No data Available.

7. Please give us the daily water meter readings (1 month) for boiler make up (gallons) or steam produced (lbs./hr) VA RESPONSE. Feedwater make-up approximate range 3000-6000 gal/day

8. What is the Condensate Return % for the Waste Heat Recovery Boiler and the online Fire tube boiler?

VA RESPONSE. No data Available.

9. Do you currently have a boiler polymer dispersant? We only saw Amine, Caustic and Sulfite. Bid says boiler polymer dispersant and phosphate are required.

VA RESPONSE. No

10. Do you have a non-ox currently being fed? We did not see any non -ox onsite. Bid request a non-ox biocide. Should we include cost for tank, pump and install?

VA RESPONSE. No. Yes please include cost

11. How many cycles of concentration are you running on the cooling tower?

VA RESPONSE. Data not available

12. Is the cooling tower makeup city, soft or D.I Water?

VA RESPONSE. City water

13. Are there any leaks in the closed loop System? IF so, what is the leak rate?

VA RESPONSE. Approximately 30-40 gal/day

14. Bid says Amine must be fed to the boiler for proper mixing, but current injection point is to the DA? Who is responsible to create injection point to the boiler?

VA RESPONSE. The vendor

15. Currently, the chilled loop is on a nitrite based chemical, does the VA want to stay with a nitrite chemical on a chilled loop system?

VA RESPONSE. Yes unless the make-up quality and make-up rate dictates a different compound is more suitable.

Must also meet or exceed VA master spec section 23 25 00

2.2 CHEMICAL TREATMENT FOR CLOSED LOOP SYSTEMS

A.Inhibitor: Provide sodium nitrite/borate, molybdate-based inhibitor or other approved proprietary compound suitable for makeup quality and makeup rate and which will cause or enhance bacteria/corrosion problems or mechanical seal failure due to excessive total dissolved solids. Shot feed manually. Maintain inhibitor residual as determined by water treatment laboratory, taking into consideration residual and temperature effect on pump mechanical seals.
B.pH Control: Inhibitor formulation shall include adequate buffer to maintain pH range of 8.0 to 10.5.
C.Performance: Protect various wetted, coupled, materials of construction including ferrous, and red and yellow metals. Maintain system essentially free of scale, corrosion, and fouling. Corrosion rate of following metals shall not exceed specified mills per year penetration; ferrous, 0-2; brass, 0-1; copper, 0-1. Inhibitor shall be stable at equipment skin surface temperatures and bulk water temperatures of not less than 121 degrees C (250 degrees F) and 52 degrees C (125 degrees Fahrenheit) respectively. Heat capacity reduction shall not exceed that allowed by fouling factor 0.0005.
D.Pot Feeder: Bypass type, complete with necessary shut off valves, drain and air release valves, and system connections, for introducing chemicals into system, cast iron or steel tank with funnel or large opening on top for easy chemical addition. Feeders shall be 18.9 L (five gallon) minimum capacity at 860 kPa (125 psig) minimum working pressure.

16. Has there been any challenges that the VA has been experiencing for all the systems that we should be aware of? Boiler, cooling and loops.

VA RESPONSE. The VA is not aware of any current challenges.
