Solicitation 36C26220Q0274 Emergency Eye Wash/Shower Inspections

1. Is it possible to access some buildings and accomplish work on Saturday and Sunday as well as the normal Mon – Fri hours noted in the proposal? Initial thought is it might be easier maneuvering around buildings, spaces and people on the weekend, during off peak hours.

VA Response. At no extra cost to the govt, the contractor can do some of the work on weekends, however there are some that must be done during normal business hours. Many of the labs and research areas are closed on the weekend. There are approximately 10 doors that require a VA escort with master keys to allow access during the normal workweek.

2. Can you provide any estimate to the number of plumbed units as compared to any portable units (like green one below)? The portable units must have the water tested and re-filled at prescribed intervals and would take more time to properly take care of, so understanding if you have portable units would help me prepare the bid as accurately as possible.

VA Response. There are no portable units. Typically, any portable units are provided by industrial hygiene and they will maintain those if they are put into service.

3. Firm Fixed price is noted but, just to clarify, you are expecting the contractor to roll all estimates of future replacement or repair costs into the total cost of the contract? My total costs expressed by dividing those costs per unit as you’ve provided in the following table? Or, do you expect replacement and repair actual costs billed separately?

VA Response. Replacement costs and costs for parts other than what is specified in the statement of work will be done through a separate procurement process. Those costs should not be reflected in your offer for this solicitation. Contractor is expected to provide tags at each unit to document maintenance. Contractor will replace any missing dust covers and emitters that that are missing, fouled or broken, and any other parts that may be listed in the solicitation.

4. Should we assume that replacement of units or required parts may be needed upon initial start-up of the project, initial assessment of the units? In other words, should we assume that of the 257 units, all may not be in 100% perfect working condition to begin the contract?

VA Response. The systems are currently under contract for monthly inspections and should all be expected to be in working order IAW ANSI standard Z358.1. The statement of work states that the “Contractor shall provide a full report each month containing a complete list of all emergency shower and eyewash units in the GLAHCS that shows the Facility, Building, room and unit ID number and all deficiencies found and certification of the correction of those deficiencies.”
