SPECIFICATION
SECTION:
DESCRIPTION OF PROBLEM OR INFORMATION BEING REQUESTED
Please be specific as possible:
1. Shall we [Offerors] assume that any repair or part replacement be EXCLUDED from the pricing of this agreement?
2. Shall we [Offerors] assume the alarm response, sump water removal, and disposal is EXCLUDED from the pricing of this agreement? (for example: rain water calls, etc.)
3. Shall we [Offerors] assume that any test water generated from monitor cert and spill bucket tests be INCLUDED in the pricing of this agreement?
4. Shall we [Offerors] assume that all test water generated from testing under this agreement be treated as hazardous waste?
5. Shall we [Offerors] assume that approved hazardous waste containers and labels necessary for test water storage under this agreement be provided by the contractor, NOT the VA Hospital?
6. May we leave test water on site for a period of time, to allow a reasonable time for pick-up, assuming that we [Offerors] do not exceed the time allowed by law / regulation?
7. I see no mention of triennial overfill inspections in this agreement, although this may have been the intent. Will the VA modify the SOW to include mailto:cecil.nichols@va.gov mailto:cecil.nichols@va.gov them? If the initial inspections were performed in 2018, the pricing should be included in Option Year 1 and 4. If the inspections were conducted in 2019, we [Offerors] should include pricing in Option Year 2 only.
PROJECT MANAGER’S RESPONSE
1. Yes; excluded from pricing agreement.
2. Alarm response will be included in the monthly service. Removal of sump water (from rain, etc.) is included in pricing agreement. There are rain water mats over the tank covers that mitigate against infiltration except during heavy rains. This is a seasonal issue and the expectation would be to pump out water the day of monthly tank inspection even though technically the water is supposed to be removed whenever it appears. In no case shall water levels be permitted to overflow the tank.
3. Yes; included in pricing agreement.
4. All test water will be presumptively considered as hazardous waste and the Government (VA) will handle disposal of this waste.
5. Contractor will supply approved hazardous waste containers and labels.
Government (VA) will handle disposal of hazardous waste.
6. Government (VA) will handle disposal of test water collected by contractor.
Contractor needs to inform COR and environmental engineer when such test water waste is generated.
7. The requirement for triennial testing is specifically mentioned in the Statement of Work (SOW), paragraph 7 OBJECTIVES/SCOPE. The requirement for SB 989 triennial testing will be addressed through a SEPARATE and independent contract action.
