CONTRACTOR’S QUESTION = Q#

VA RESPONSE TO QUESTION = VA Q#

Q1. RFP, Page 14 of 58 indicates a hardcopy bid submittal is required. Due to the COVID-19 situation, will the VA consider accepting an email submittal and a virtual bid opening?

VA Q1. Email bid submittal is not authorized. A public bid opening is scheduled after the bid closing time and date expires. Please refer to Solicitation 36C26220B0003 to the time, date, and location of the Public Bid Opening.

Q2. Will the contractor be responsible for the LAFD (or any other) permitting costs for this closure project? If so, will the VA establish a permitting Allowance amount for equitable bidding purposes?

VA Q2. The contractor will be responsible for all permitting costs and fees including revision, re-submittal of closure plans, and final closure report including certifications by a professional engineer to Los Angeles Fire Department (or any other agency). The VA will not establish a permitting allowance for this bid.

Q3. RFP, Page 9 of 58, Applicable Documents, (k)-5 asks for a Hazardous Waste Contractor. We did not find a Specification Section referring to any Hazardous Waste. Will the VA clarify exactly what hazardous waste is involved with this project (if any) and supply the requisite Hazardous Material Survey and applicable Specifications Sections if relevant?

VA Q3. The potential hazardous waste is residual boiler fuel that potentially might be in feed line from the tank to the boiler house. Please note that the soil survey residual hydrocarbons is discussed in closure application and addendum reports.

Q4. The RFP on page 10 references the following documents that appear to be large files, these files were not included on the sam.gov site. Will the VA please issue these documents:

a.Approved Closure plan application 08/28/2018
b.Los Angeles Fire Department Division 5 Permit Application 07/25/2018
c.Soil Ground Water Sampling Report permit application 07/25/2018
d.Engineering Design package for tank closure

VA Q4. The referenced documents above where attached in Solicitation 36C26220B0003 and Amendment A0001 as follows:

a.Approved Closure plan application 08/28/2018 – Amendment A0001 – Attachment 5A: Los Angeles Fire Department Division 5 Permit Application
b.Los Angeles Fire Department Division 5 Permit Application 07/25/2018 – Amendment A0001 – Attachment 5B: Los Angeles Fire Department Division 5 Permit Approval
c.Soil Ground Water Sampling Report permit application 07/25/2018 – Amendment A0001 – Attachment 6: Soil Ground Water Sampling Report Permit Application
d.Engineering Design package for tank closure – Solicitation 36C26220B0003 – Attachment 3 Drawing of Project 691-19-400 and Attachment 4 – Specification – Project 691-19-400.

Q5. Part B of specification section 01 00 00 states that a National Pollutant Discharge Elimination System Permit is required for this project. In this paragraph it sounds like the awarded contractor will need to apply for this permit. On the EPA’s website the FAQ for this permit under the question “Do I need an NPDES permit” states that “It depends on where you send your pollutants. If you discharge from a point source into the waters of the United States, you need an NPDES permit. If you discharge pollutants into a municipal sanitary sewer system, you do not need an NPDES permit, but you should ask the municipality about their permit requirements. If you discharge pollutants into a municipal storm sewer system, you may need a permit depending on what you discharge. You should ask the NPDES permitting authority.” Can the VA confirm that this permit will be required?

VA Q5. For Part 01 00 00 -1.8.B: The vendor awarded this contract needs to determine how the disposal of water and rinsates from rinsing the tank and feed pipe to boiler house will be handled. To sewer on site this aqueous waste stream requires waste analysis profiling. It may be more prudent to ship this waste stream to an off-site oil recovery facility such as DeMenno- Kerdoon rather than sewer disposal.

Q6. Part 3.3.2 in specification section 03 52 00 requires unit weight test be performed every 100 cubic feet, please clarify the requirement is for cubic feet and not cubic yard, our preliminary calculations indicate that if the requirement is every 100 cubic feet we are looking at over 500 tests. Please confirm the 100 cubic feet testing frequency.

VA Q6. Confirming to use 100 cubic yards per manufacturer. bb/swa 7-2-20. In addition with the following:

“SECTION 03-52-00, 3.3.1 Unit Weight Test Conform to ASTM C148. Contractor shall measure and record wet cast densities at the point of placement hourly or every 100 cubic feet of material placed, whichever is more often. Mix shall be adjusted as required to obtain the specified cast density at the point of placement.”

Q7. On sheet GI-001 the drawing from Citadel Environmental Services has a note that states that the existing piping that is to be filled shall be rinsed prior to filling. Please clarify if piping and tank need to be cleaned or rinsed prior to filling.

VA Q7. This instruction is part of closure plan approved by the fire department. There is no documentation from the prior closure work performed over 20 years ago as to what cleaning or rinsing was done. As far as the tank, what additional cleaning would require concurrence of the fire department. Removal of water in the tank is a given, however the surface preparation of the tank to accept foamed concrete fill is a matter left to the expertise of tank closure consultants working with the fire department.

Q8. Specification Section 32 13 13 part 1.3.B requires (3) 4’ x 4’ mock ups of colored concrete for concrete walks, in that same specification part 3.1.J requires a 24” x 24” mock up. Please clarify the size and quantity of the mock up for colored concrete walks. Can the mock up, if accepted by the VA, be a part of the final product?

VA Q8. There are to be three (3) – 4’ x4 ‘ mock-ups not 24” x 24”. The mock-ups, if accepted by the VA are not to be part of the final product.

Q9. Specification Section 32 93 00 part 2.4.B and 3.3.A state that imported topsoil must be tested at the source and on site prior to placement by Wallace Labs. Please confirm these tests are to be performed, does the contractor have to use Wallace labs or is it permissible to use an alternate Testing agency?

VA Q9. As the imported topsoil for the landscaping project needs to be clean and uncontaminated to complete the landscaping of this tank closure project, Wallace Labs has been designated as 3rdÐndependent party to test the quality of the soil by the A&E to ensure environmental compliance.

If there is a need to be imported topsoil for landscaping then test at the source and on site prior to placement. Yes, testing needs to be done and the Contractor needs to use the Wallace labs.

Q10. A note on sheet AS-101 indicates that manhole access will be available to fill the existing underground piping. Will the 2 manholes need to be filled as well, if so will they need to be filled to the top or just cover the openings of the underground pipe?

VA Q10. The two access points to the underground pipe - a manhole on east side of Bonsall Ave across from the tank, the boiler room access doorway are part of an active utility tunnel for steam, water, and other utilities to the hospital will not be filled with concrete.

Q11. Can you please confirm the existing UG fuel tank is empty of its contents and has been cleaned by others?

VA Q11. Visual inspection of the underground tank suggests the tank was cleaned of fuel more than 20 years ago, but there is no surviving documentation on this work. Limited surface testing of the interior of the tank shows negligible presence of hydrocarbons on the walls and in the water in the tank. This tank closure needs to comply with under current environmental standards for tank closure.

It is strongly advised that the contractor retain competent environmental consultants to work with fire department who have expertise in tank closure matters as this is not a simple filling the tank with concrete. Other environmental impacts include but are not limited to South Coast Air Quality Management District rules versus added traffic impact of filling the tank with foamed concrete – the decision of making the concrete mix off site and transport with 200 plus truck loads on site vs making the foamed concrete on site to minimize truck traffic, whether to its possible sewer rinses of piping and/ or tank or ship out off site for treatment.

Q12. Scope of Work item #4 states to remove all associated fuel pipe within scope of work area. Infill the cellular concrete into piping that are indicated in drawings. Can you confirm the length of UST piping required to be removed?

VA Q12. The approved closure plan discusses approaches for cleaning and decommissioning the fuel line piping in the active, hot, steam tunnel from the boiler house to the proximity of the tank on the east side of Bonsall Avenue. How this is accomplished is for the awarded contractor to determine with the concurrence of fire department. Physical removal of piping in the tunnel is not as practical to other approaches including but not limited to filling the pipe with some sort of sealant.

It appears that piping from the tank pumping station to the tunnel on east side of Bonsall was removed to some degree, but there is no records on what was done. Ground penetrating radar suggested no evidence of piping from the tank to west side of Bonsall by the tank. Whether piping exists underneath to Bonsall to tunnel on east side of Bonsall is not known. If removal of piping is required as part of closure it will be at the direction of fire department.

Q13. It is expected that the weed abatement time is 8 weeks. Is this to be accomplished within the 150-calendar day completion time?

VA Q13. Yes, the Contractor shall submit a construction schedule that shows how the weed abatement task fits with the test of the work. Also, yes, the Contractor to schedule subs for them to perform task, that will not interfere with other work.

Q14. Is the Prime Contractor to include pest control by licensed PC applicator in their bid?

VA Q14. Yes, Contractors shall provide the cost of pest control in their bids. The Contractor shall adequately identify potential problem and suppress pests by qualified PC to prevent entering the vessel space such as: rodents or arthropod pests. The Contractor shall inspect area before every initiation of light concrete fill.
