B.2 PERFORMANCE WORK STATEMENT
1. Background
1.1. The U.S. Department of Veterans Affairs (VA) Tibor Ruben Long Beach Medical Center (LBMC) is seeking a contractor to assist with the provision of temporary housing and associated support services for University of California Riverside (UCR) Psychiatry Residents during their rotation at the Long Beach VA Hospital located at 5901 E. 7th St. Long Beach, CA 90822. The program is a partnership between the University of California Riverside Psychiatry Department and Long Beach VA Medical Center’s Office of Academic Affiliations. The goal is to temporarily house UCR Psychiatry residents during their inpatient Psychiatry rotation at the VALBMC. Per Veterans Health Administration (VHA) Directive 1400.09 (Section 13), VA may furnish free quarters to medical and dental residents or students who serve short rotations (six months or less) at a VA medical facility and establish the need for a second residence because the substantial distance to the VAMC makes commuting from the university to the affiliate VAMC impractical while the brevity of the training assignment rules out a permanent change of residence. VALBMC intends to engage a community partner to provide temporary housing services within a three (3) mile radius of the VALBMC campus, to include only those accommodations that provide full corporate housing amenities to include furniture, appliances, textiles, utilities, internet/WIFI, laundry facilities, etc. Contractor shall provide safe accommodations with attention to internet access and other communications availability, reasonable access to food and provisions, and other requirements for daily living.
1.2. The target population for the UCR Psychiatry Resident Temporary Housing contract shall include UCR Psychiatry residents who are on rotation for the VA Long Beach Inpatient Psychiatry program. This applies to Without Compensation (WOC), non-VA paid trainees (those on a disbursement agreement), primarily applying to physician psychiatry resident trainees. Through this contract initiative, the awarded contractor will provide UCR Psychiatry residents temporary local housing while simultaneously providing peripheral housing amenities required for daily living (i.e. internet/WIFI, utilities, textiles, and appliances), with local access to food and other provisions; and assist the resident in maintaining housing until the resident completes their Inpatient Psychiatry rotation at the VALBMC.
1.3. The scope of services under this contract shall be limited to those individual UCR Psychiatry residents identified by the VALBMC Education Department as being adversely affected by the commuting distance between their permanent residence and the VALBMC campus to such an extent that the burden to the trainee of the daily commute warrants temporary housing restricted to their inpatient residency timeframe.
1.4. It is the intent of the Government to enter into a Firm-Fixed Price contract with a community partner who will provide temporary housing and peripheral services to UCR Inpatient Psychiatry Residents on rotation at the VALBMC. All services shall be provided in accordance with the terms, conditions and provisions contained herein for a period of one (1) year from the date of award, with the Government’s option to exercise four (4) one (1) year option periods. The Contactor shall provide all labor, supplies, and materials necessary to carry out the task specified in this Performance Work Statement (PWS). Performance shall occur at the Contractor’s location, unless otherwise required by work requirements listed in the PWS.
1.5. The Contracting Officer’s Representative (COR) will evaluate all invoices submitted. The COR is responsible for certifying invoices for payment and monitoring contract performance. A Quality Assurance Surveillance Plan (QASP) will be used by the COR to measure contract performance. The Contracting Officer (CO) will conduct a contract “kick off” meeting upon contract award, but prior to the commencement of performance under this subsequent contract.
1.6. UCR Inpatient Psychiatry resident temporary housing referrals will be made to the Contractor at the discretion of the VA Medical Center. The Contractor will provide housing to the number of UCR Inpatient Psychiatry Residents requiring temporary housing per year based on the needs of the VA Medical Center.
