RFP 36C26219R0171 - Amendment 1
QUESTION: Why isn't there a 100% set-aside for Small Business for this requirement. Far
19.502 states that contracts should be set-aside for small business concerns and this current requirement is above the SAP threshold in relation to Far 19.203 and also in the Los Angeles, CA market; there are many qualified SDVOB and WOSB firms, such as myself, that are fully capable of providing this type of need for commercial goods services?
ANSWER: Market Research results have determined that adequate competition is not available from Small Businesses. Therefore, this is a Full and Open Competition. This means that all business, small and large, can propose a bid.
QUESTION: Is this a new requirement or is this part of the previous RFP requirement for
Eighty (80) Safe Haven beds that was due on August 02, 2019 under VA 36C26219R0025?
ANSWER: This is a 40-bed requirement, requiring one 40-bed location.
QUESTION: Do I need to submit (2) resumes each for the following Key Personnel positions: Case Mgr and VSW's?
ANSWER: Please follow all requirements stated in Section 6. Staffing and Supportive Services
– in the Performance Work Statement (PWS).
PWS Section 6.1.4.3 The case manager to resident ratio shall be 1:20, unless consideration is given by the VA due to the unique staffing characteristics of the contract Safe Haven facility.
PWS Section 6.1.5 Veteran Service Worker (VSW): there shall be two (2) VSWs on-site, 24 hours a day, 7 days a week, 365 days a year, including Federal and State Holidays.
