Amendment 0001 to 36C26219R0111 The following are the questions (Q) and answers (A) received pertaining to RFP 36C26219R0111:
1. (Q) Is this a new requirement?
(A) No.
2. (Q) Is there an incumbent contractor?
(A) Yes, AFILY8 Government Solutions LLC (78T42).
3. (Q) What is the current contract number, value, and period of performance?
(A) 36C26218P3605. Additional information available through the Freedom of Information Act (FOIA).
4. (Q) Since you provided the wage determination and the Service Contract Act applies, is the correct wage payment per hour equal to the wage determined rate for the position plus the Health & Welfare amount?
(A) The Wage Determination provides the hourly “minimum” wage required for the occupation, plus compliance with Executive Order (EO) 13706.
5. (Q) The Medical Assistant is to work as a certified phlebotomist. As an SCA employee is working in the capacity of a Phlebotomist technician, would they not need to be compensated as phlebotomist which is typically a higher salary?
(A) No. Per Section B.4 page 17 of the RFP, basic certification in the performance of Phlebotomy procedures is a qualification of a Medical Assistant.
6. (Q) Under Qualifications – in regards to the certification you ask for only a ACLS (Advanced Cardiac Life Support), but do not require a BLS (Basic Life Support)? Can you clarify why both would not be required?
(A) See Amendment 0001, changed to Basic Life Support (BLS) certification is required.
7. (Q) Can the Government provide an approximate start date?
(A) On or about September-October 2019.
8. (Q) Can the Government please provide the approximate number of FTE required?
(A) Per Section B.3 page 15 of the RFP, annual maximum quantity of regular hours is 16,235. This number of hours would require approximately 8 full time employee equivalents (FTEE).
9. (Q) The Government states the award will be an IDIQ contract. Is it the Government intention to issue 1 task order for all of the hours priced in the price table?
(A) Yes.
10. (Q) Will the Government confirm if this will be a Monthly FFP contract or a Labor Hour FFP contract?
(A) The labor hour rates are FFP.
11. (Q) Will services be required on different shifts? If yes, if there are different shifts, can the Government please provide the number of shifts and hours for those shifts?
(A) Shift hours will vary. Per Section B.4 page 23 of the RFP, contracted Medical Assistants will be expected to be available 24/7; including holidays.
12. (Q) Regarding the SSR submission, can offerors include subcontractor experience in the write up?
(A) All relevant information will be used to determine an Offeror’s responsibility.
13. (Q) Effective July 5th, DOL increased the Health and Welfare to $4.54/hr and EO 13706 Sick Leave to $4.22/hr. Can the Government please incorporate the revised Health and Welfare?
(A) The latest Wage Determination was provided with the RFP. However, compliance with the most current Wage Determination rates is the Contractor’s responsibility.
14. (Q) Will BLS certification be acceptable upon submission, allowing for ACLS to be obtained prior to start date?
(A) See Amendment 0001, changed to Basic Life Support (BLS) certification; Which is required before performance begins.
15. (Q) Reference: PWS 2.0, Page 17, Question: Will the VA accept a phlebotomy certification from an accredited institution or is a California CPT license required?
(A) Certification from an accredited institution will suffice.
16. (Q) Are the incumbent employees subject to the regulations set forth under FAR clause 52.222-17, Non-displacement of Qualified Workers, and Executive Order 13495?
(A) Yes.
17. (Q) If there are incumbent employees; how long have they been employed?
(A) Incumbent employee information will be provided at Award.
18. (Q) Which Background Investigation Level will be required for this contract? (page 25)
(A) Low Risk.
19. (Q) In reference to page 27 (Invoice and Payment); it states that “Payment for services rendered by the Contractor shall be made weekly upon receipt of a proper invoice”; whereas on page 4 it states that invoices are submitted monthly in arrears. Please clarify if contactor is to invoice weekly or monthly?
(A) See Amendment 0001, changed to monthly.
20. (Q) Will contractors with past performance providing healthcare providers such as RNs and LPNs be considered?
(A) All relevant information will be considered.
21. (Q) Can the contractor employees health examinations be considered valid if they were within the past 6 months of the contract start date?
(A) Per Section B.4 page 20 of the RFP, contracted Medical Assistants shall not perform services under this contract unless a pre-assignment medical examination has been performed within 30 calendar days of their first scheduled shift.
22. (Q) Please provide more information about the duties of the contract liaison.
(A) This is a Non-Personal Services requirement. Therefore, a Contractor Liaison is needed to function as a liaison and manager of the personnel performing under this requirement.
23. (Q) In reference to the Post-award/Pre-performance Conference; can the contractor attend the conference telephonically? Or does the contractor need to attend in person?
(A) If necessary, the Contracting Officer will determine the appropriate method needed for the conference.
24. (Q) Are resumes required to be submitted along with the response?
(A) No.
25. (Q) Does this contract require work experience?
(A) See Amendment 0001, changed to add one (1) year of work experience as a Medical Assistant.

28. (Q) Will the medical assistants be scheduled to work 8, 10, or 12 hour shifts?
(A) Yes, shifts vary.
29. (Q) It is stated the SSRI requires medical assistant staffing experience, if we currently staff the VA with EKG technicians 24/7, staff nurses, and have a RN clinician as our director would we qualify with the needed experience to place a bid?
(A) All relevant information will be used to determine an Offeror’s responsibility.
